A new federal law called H.R. 1 is changing who can get food benefits through the Supplemental Nutrition Assistance Program (SNAP). Because of this law, we have begun mailing notices to the first group of people who will lose their food benefits or have them reduced.
Who will receive these notices:
• About 1,000 refugees, asylees, trafficking survivors, and certain other lawfully present immigrants who applied for or renewed SNAP between July 4 and Oct. 1, 2025. This includes children, older adults, and people with disabilities. Their SNAP will end on Oct. 31, 2025.
• About 9,600 households getting help with heating or energy bills who applied for or renewed SNAP between July 4, and Oct. 1, 2025. Their SNAP will be reduced starting Nov. 1, 2025. This does not include households with people over the age of 60 and people with disabilities.
Even if you don’t receive a notice right now – you may lose or see your food benefits reduced when your SNAP case is reviewed due to these federal rules. We expect another 2,000 lawfully present immigrants and another 20,000 households receiving energy assistance to see changes to their benefits over the next year.
Additionally, about 310,000 adults will be newly evaluated for work rule requirements.
The rules are complex. You can read more about them in this news release: https://apps.oregon.gov/oregon-newsroom/OR/ODHS/Posts/Post/odhs-begins-sending-notices-oct15-about-federal-snap-changes-under-hr1
We know this change will be hard for many people. ODHS did not make this decision, but we want to help everyone prepare and find other resources that can support you.
We also recognize that this may be an emotional topic. We ask everyone to engage with care and respect in the comments so that those seeking support may ask questions and receive the help they need.
