Dr. Rhea F. Freeman is a certified nurse-midwife, nurse scientist, and educator with extensive experience in clinical practice, higher education, and national professional training.

She earned her PhD from the University of Maryland, Baltimore, and is a national facilitator with Spinning Babies, leading initiatives that promote physiologic birth, equity, and evidence-based maternity care. She has presented nationally on pregnancy physiology, nutrition, gestational diabetes, systemic racism in maternity care, and the psychoneuroendocrinology of birth.

Cheryl J. Roberts is the Founder and Principal of Roberts Strategic Consulting Group, advising healthcare organizations on Medicaid transformation, operational strategy, and large-scale organizational change.

She most recently served as Director of the Virginia Department of Medical Assistance Services (DMAS), leading a $24 billion Medicaid enterprise serving nearly two million Virginians, with a special focus on maternal and child services. She is a graduate of The City College of New York and Rutgers University School of Law.

Valerie McAllister leads statewide efforts at the Institute for Public Health Innovation to advance Community Health Worker workforce development through the Zee Turner Center for CHW Workforce Development. She previously led implementation of CHWs for a Healthy Virginia and, at the Virginia Department of Health, created Virginia's first CHW accreditation program.

She serves on the CHW Center for Research and Evaluation and the Virginia CHW Workforce Development Council.

Meet Sharmaine.
Sharmaine M. McCoy, DNP, ACNP, is a board-certified acute care nurse practitioner specializing in women’s cardiovascular health with a focus on health equity. She holds degrees from Hampton University, Virginia Commonwealth University, and Old Dominion University.

As Director of Health and Wellness at Mount Olive Baptist Church in Centreville, Virginia, she leads community-based initiatives addressing food insecurity, undiagnosed high blood pressure, and cardiovascular health literacy.

The current grant-funded project, Helping Everyone Access Resources for Total Heart Health (HEART) clinical work, improves postpartum cardiovascular care for women with hypertensive disorders of pregnancy, emphasizing early diagnosis and equitable care delivery. She is published in Nature Partner Journal Women’s Health and JACC: Advances, advancing models that reduce cardiovascular disparities.

A native of Danville, Virginia, Traci J. Deshazor is a seasoned public administrator with extensive experience across municipal, state, and federal intergovernmental affairs. She served the City of Richmond as Deputy Chief Administrative Officer for Human Services and as the city's first-ever Chief Equity Officer.

At the state level, she served as Deputy Secretary of the Commonwealth under Governors Northam and McAuliffe, where she contributed to historic actions restoring the civil and voting rights of more than 300,000 Virginians.

Earlier in her career, she represented Virginia as Deputy Director of Intergovernmental Affairs, managing a broad federal policy portfolio. She now serves as Secretary of Administration under Governor Spanberger, bringing ethical leadership and a people-centered approach to government.

Traci holds degrees from Virginia Tech and Hollins University and is a graduate of the UVA Sorensen Political Leaders Program, VCU's Virginia Executive Institute, and the Women's Campaign School at Yale.

ABOUT MAYOR JONES:
Phillip Jones is the 27th Mayor of Newport News, Virginia, and the city's youngest elected mayor. Focused on strengthening education, enhancing public safety, and bringing innovation to City Hall, his leadership earned Newport News its first-ever All-America City designation, recognizing the community's engagement and progress.

A graduate of the U.S. Naval Academy, Mayor Jones also holds an MBA and MPP from Harvard University. He served as a Marine Corps infantry officer on four continents and continues to serve as a Major in the Marine Corps Reserve. Meet Delegagt4e Margaret Angela Franklin. She has spent her career turning progressive values into concrete results for working families. First elected to the Prince William Board of County Supervisors in 2019, she became one of the first African American women to serve on the Board, leading on affordable housing, economic opportunity, child protection, and transportation.

As Woodbridge District Supervisor, she served as Chair of the VRE Operations Board and Chair of PRTC/OmniRide. She now serves in the Virginia House of Delegates representing HD-23, where she continues her commitment to building a fairer and more affordable future for all.

Meet Delegate Destiny LeVere Bolling – born and raised in a small town on the Northern Neck of Virginia, where she developed a passion for service and a determination to fight for communities that felt overlooked.

An educator, labor advocate, and organizer, she served as Communications Director of the Virginia AFL-CIO — representing over 330,000 union members — before being elected to the House of Delegates. She holds a B.A. in Political Science, International Relations, and Latin American Iberian Studies from the University of Richmond and an M.A. in International Affairs from George Washington University's Elliott School of International Affairs.

Destiny is a member of Alpha Kappa Alpha Sorority, Inc., chairs the Virginia State Conference NAACP's Labor and Industry Committee, and serves on Virginia's Alzheimer's Disease and Related Disorders Commission. She is committed to expanding access to affordable healthcare, delivering world-class public education, and closing the digital divide for all Virginians.

Meet Dr. Tashima Lambert Giles, MD.

Dr. Tashima Lambert Giles is a board-certified OB/GYN at VCU Health, specializing in routine and preventative care for the female reproductive system — from birth control management and cervical cancer screening to the treatment of STIs and uterine fibroids. Within obstetrics, she partners with patients through every stage of pregnancy, labor, and delivery, centering their expectations and working toward healthy outcomes for both parent and baby.

Dr. Giles completed medical school at the Lewis Katz School of Medicine at Temple University and her residency at Duke University School of Medicine. She is equally passionate about increasing diversity among students, residents, and faculty at VCU Health, and expanding access to quality care for underrepresented patient populations.

Her practice is guided by a core belief that patients should feel listened to, educated, and empowered to make informed decisions about their own health.
