Norval Paxton Riggleman

Norval Paxton Riggleman, born May 30, 1930, in Rig, West Virginia, passed away peacefully at his home on March 19, 2026. He lived a life defined by hard work, devotion to family, and quiet determination. He was preceded in death by his mother, Rebecca Barr Halterman; his father Charles Morton Riggleman; stepfather Elmer Halterman; and his brother Charles “Junior” Riggleman.

He graduated from Moorefield High School in 1949 and went on to attend Potomac State College, where he studied engineering. After two years, he answered the call to serve his country and was drafted into the United States Navy, where he served as both a seaman and an airman during the Korean War. Following his military service, Norval was given $800 to travel home. In a testament to his resourcefulness and grit, he chose instead to hitchhike from San Francisco, California, back to West Virginia—saving that money to purchase his first car.

Norval was first married to Elizabeth Wolfe, with whom he had a son, Michael Paige Riggleman, MD (Kelly). He was employed for 45 years and lastly as a produce manager for Giant Food in the DC area, where he met his second wife, Edie Riggleman. They were married in February 1969. Through this marriage, he gained a stepdaughter, Pam Hoggard (Tommy), and cherished step-grandson Cody.

He was especially proud of his three grandchildren: Garrett Paxton Riggleman, MD (Anna), Emily Riggleman Smith (Tyler), and Sydney Elizabeth Riggleman (Jackson). Norval retired in his mid-60s and cherished the past 30 years spending as much time as possible with his grandchildren, who brought him immense joy.

Norval had a love for the outdoors and took great pride in helping his son, whom he considered his best friend—on his tree farm. He was also known for being an avid lawnmower and took satisfaction in a job well done. A devoted animal lover, he had a special fondness for Chihuahuas.

Funeral Services will be conducted 1;00 PM Friday, March 27, 2026, at the Fraley Funeral Home Chapel, 107 Washington Street with Pastors Russell & Lucy Webster officiants. Interment will follow in the Olivet Cemetery. The family will receive friends from 11:00 AM until time of services.

Norval will be remembered for his strong work ethic, his love of family, and the simple, meaningful life he built and shared with those he loved. To offer condolences, share memories, or upload photos in honor of Norval’s extraordinary life, visit his Tribute Wall at www.fraleyfuneralhome.com and celebrate the impact he made on all those around him.
