Emergency Health Services Federation

Emergency Health Services Federation “We are commitment driven to enhance quality EMS in southcentral PA.” We are the Regional EMS Council for the eight counties of Southcentral Pennsylvania.

Our mission is to develop, maintain, and improve the EMS system for Adams, Cumberland, Dauphin, Franklin, Lancaster, Lebanon, Perry, and York Counties. Although we have been a designated Regional EMS Council since the inception of the initial EMS Act, we were an EMS-centric organization for over 30 years. You might know us as the folks you call with questions about your continuing education credits or the next step in the EMSOF process. We are the individuals who come to your station to inspect your organization as part of PA EMS Licensure. We are also the faces you see when you are taking your practical examination. But did you know that we were the group who lead the way with the Statewide Recruitment Initiative, or the BLS CPAP program? Or the work that we do to improve our region's preparedness and that we've coordinated two deployments of resources from our region for Katrina, then Gustav. Our region is made up of some new faces, and some very seasoned personnel. Our office is no different. We have some individuals you've dealt with for decades and we have great new staff also. We don't talk much about our organization, as we have created a culture of putting you first. Our region has been impacted by several line of duty deaths, the Nickel Mines School shooting, and TMI. However, it never ceases to amaze everyone that the providers and our staff working together seem to always handle the events professionally with an overflow of compassion. We stick together when it matters. As we live in this area, we have a personal stake in meeting our mission statement.

“We are commitment driven to enhance quality EMS in Southcentral PA.”

As we purposely try to function as a lean organization with less than 10 fulltime staff, we rely heavily on the dozens of volunteers serving on our many committees. And we are always looking for more volunteers. We are not content staying the course. We want to be known as the best EMS System in the country.

EMS agencies do not have to directly report overdose data into ODIN. The following was sent EMS agency leadership this morning:
Act 158: Overdose Mapping Act to include EMS Requirements requires EMS data surrounding opioid overdoses to be reported to the statewide data system, which is the Overdose Information Network (ODIN), within 72 hours of the known or suspected overdose. This change went into effect January 1, 2026. Today during the State Medical Advisory Committee, Pennsylvania EMS Director Anthony Martin verbalized the Bureau of EMS is building a bridge to link the statewide PCR data repository (Bio Spatial) to ODIN. Therefore, there are no actions required by the EMS agency to enter data into ODIN.

We recognize some providers rely on narrative documentation more than entering information in data fields. We ask you educate and encourage your EMS providers to document as much overdose information within data fields as possible to ensure the future connection between the two systems is successful.

Act 158 mandates the following data elements:
1. Date and time of overdose
2. Location of overdose
3. Known/suspected controlled substance involved
4. Overdose reversal drug details (if used)
a. Type of drug
b. Number of doses
c. Methods of administration
5. Overdose outcome as fatal or non-fatal

Today the EHSF was honored to participate in a ceremony to provide clinical save commendations to EMTs from Fort Indiantown Gap Fire and Emergency Services and a state trooper from Pennsylvania State Police. A live was saved because of their quick response and dedication to serve the community. We appreciate the support from Fort Indiantown Gap to not only serve their post but the surrounding community as well.

Those with June 30, 2028 expiration dates do not need to take any action. There was an update made to the PA EMS Registry this morning, which created a little glitch. The system sent e-mails to providers with an expiration of June 30, 2028 saying they will expire and need to reregister. The Bureau of EMS is working with IT.
