Southeastern Council on Alcoholism and Drug Dependence, Inc.

Southeastern Council on Alcoholism and Drug Dependence, Inc. We are an agency that believes in second chances and the ability of people to find recovery. The path to recovery is not one-directional.

Our empathetic, compassionate staff are dedicated to supporting people in their recovery. We believe that an individual must be motivated to help him/herself, but we also know that individuals need a close-knit system of human relationships to support them in this difficult process. Each of our programs incorporates this philosophy into the clients treatment plan. For this reason, SCADD offers a variety of levels of care to support recovery continuity based on the appropriate intensity of intervention needed. No matter where you’re from or what your story is, we will work to help you find the best fit for your needs.

SCADD Remembers Representative Kevin Ryan

We are deeply saddened to learn of the passing of Representative Kevin Ryan, a long-time champion for Southeastern Connecticut and a steadfast supporter of recovery, dignity, and second chances.

Rep. Ryan served his community with sincerity, humility, and heart. His experience made him a uniquely empathetic and courageous voice at the Capitol. He advocated for meaningful change, fair policy, and compassion for those who need help most.

Rep. Ryan believed in people. He believed in redemption. And he believed that struggle should never disqualify someone from service, in fact, that it can deepen one’s ability to lead.

We are grateful for his decades of leadership, his honesty, and his unwavering commitment to the wellbeing of our region and our state. Our thoughts are with his family, friends, colleagues, and all who were touched by his generosity of spirit.

May we all continue the work he helped advance, with the same humanity he brought to public life.

🌟 Pillars of SCADD: Honoring Dr. Vijay Sikand 🌟

For several decades, Dr. Vijay Sikand served SCADD with extraordinary dedication, compassion, and vision. Rising through numerous roles to ultimately become our Medical Director, he shaped the health and recovery journeys of countless individuals across southeastern Connecticut.

Dr. Sikand was widely respected for his warmth, wisdom, and unwavering commitment to patient care. His leadership and gentle presence helped define SCADD’s mission, strengthening the foundation upon which our services stand today. He often shared that his work with SCADD was “a priceless element” of his medical career, a reflection of the deep connection he had with our clients, staff, and community.

One of his most meaningful recognitions came in 2011, when he received the Morgan McGuire Altruism Award, honoring his integrity, service, and humanity in the field of addiction medicine.

Today, we proudly celebrate Dr. Sikand as a true pillar of SCADD, a leader whose impact continues to inspire and guide us.

🌟 Pillars of SCADD: Attorney Morgan McGuire 🌟

As one of SCADD’s co-founders, Attorney Morgan McGuire helped establish the foundation for what would become one of Southeastern Connecticut’s most trusted treatment organizations. A visionary leader and passionate advocate for recovery, he recognized early on the importance of addressing the growing needs of individuals and families affected by substance use.

In addition to his leadership in founding SCADD in 1966, Attorney McGuire served on the Governor’s Alcohol Advisory Council, where he championed compassionate, community-based approaches to treatment and recovery.

Because of his dedication and vision, SCADD continues to carry forward his legacy of compassion, service, and community impact—building hope and strengthening lives for nearly six decades. 💙

We shared an incredible meal together, and even more meaningful, we shared community, conversation, and connection. Events like these remind us of the power of coming together to learn, reflect, and continue growing in the work we do every day.

We’re thrilled to announce that Felix has been promoted to Director of Transitional Treatment! 🎉

Felix shared,

“This opportunity means a lot to me. SCADD was the first agency that helped me evolve into a care provider and advocate for people with co-occurring disorders. I left at the right time in 2020, but also returned at the right time in 2025. Coming home to New London Outpatient before transitioning into this new role was meaningful both personally and professionally.

I’m ready to keep learning, growing, and serving. Let’s get to work!”

Please join us in congratulating Felix on his promotion and continued dedication to those we serve. 👏
