Tuscarawas County Board of Developmental Disabilities TuscBDD provides services and supports to roughly 700 people with developmental disabilities in Tuscaraws County. We welcome your comments.

We serve people from birth through the end of life. Services are provided through the use of state and local levy dollars. Services include early intervention, school-age services, service and support administration (SSA), employment navigation, FANS Network, behavior support, provider support, and more! The purpose of this site is to present matters of public interest pertaining to TuscBDD. We encourage you to submit your comments, but please note this is a moderated online discussion site and not a public forum. We expect comments to be made in a respectful manner. Posts or comments that offer thoughtful criticism of TuscBDD are welcomed and will not be removed or altered. This is the official Blue Envelope Program Car Decal, available for free at the TuscBDD Service Center. In the event of a traffic stop, this decal informs law officials ahead of time that a driver or passenger may be part of the Blue Envelope Program and have a disability. Such information can help ease communication going forward.

Happy New Years from TuscBDD! Just a reminder, we have some closures coming up. See the details below.

Starlight School will be closed December 22nd, 2025 through January 4th, 2026, and will reopen January 5th, 2026.

Starlight Preschool will be closed December 22nd, 2025 through January 5th, 2026, and will reopen January 6th, 2026.

The Service and Support Center will be closed December 24th, 2025 through January 1st, 2026, and will reopen January 2nd, 2026.

On-Call System - The on-call system should be used after normal working hours, on holidays, and weekends. To access the TuscBDD on-call system, Dial 330-340-5882 (this is the cell phone number for the Service & Support Administrator (SSA) that is On-Call).

Big thanks to our Tuscarawas County Sheriff's Office for helping us spread the word about the Blue Envelope Program! We are open today. Stop by to pick up your packet at the TuscBDD Service and Support Center, located at 610 Commercial Avenue SW, New Philadelphia, Ohio 44663.

The Tuscarawas County Sheriff's Office is proud to support the Blue envelope program in partnership with the Tuscarawas County Board of Developmental Disabilities.

The Blue envelope packet is available for free at the Tusc BDD.

The program introduces the Blue Envelope Packet, available for free at the Tusc BDD Service and Support Center to people with developmental disabilities.

The packet includes several items, first and foremost the Blue Envelope. This envelope can be used to store documentation of the driver/passenger such as copies of ID, vehicle registration, and insurance. The front of the envelope provides enough space to detail any information regarding someone’s disability/medical condition that a law enforcement officer or first responder may find useful. In the event of a traffic stop or similar interaction, the driver or passenger can provide the officer with their Blue Envelope in order to easily communicate important information. If someone is away from their vehicle and does not have access to their Blue Envelope, a wallet card containing important information to help in any situation is also provided. The packet also includes a Blue Envelope car decal that can inform officers/first responders beforehand that a driver or passenger in a vehicle may be part of the Blue Envelope Program and have a developmental disability. Finally, a program brochure containing all information needed to use the contents of the packet is included.

🚨 The FANS Network has a Serving Hands need! 🚨

There are some people whom TuscBDD serves that are moving into a home that will need fully furnished. Any donations big or small from the following list would be greatly appreciated.

Kitchen table and chairs
Dishes, bowls, cups, and silverware
Pots, pans, baking sheets
Cooking utensils (spatulas, ladles, mixing spoons)
Small appliances (microwave, toaster, coffee maker, air fryer)
Food storage containers
Dish towels, pot holders, and oven mitts

Couch, loveseat, or chairs
TV and TV stand
Lamps
Side tables or coffee table

Laundry baskets or hampers
Cleaning supplies (brooms, mops, vacuum, trash cans)
Paper towel holders and basic organizers
