New data from state health officials show the Commonwealth’s opioid crisis has shifted beyond its early association with rural Southwest Virginia, increasingly affecting large cities and Black communities, including those in Hampton Roads.

The analysis found opioid-related harm costs were often higher in urban areas, with per-person costs in places like Portsmouth and Richmond surpassing those in rural counties long linked to the epidemic.

Researchers say the spread of fentanyl along major highways drove overdose deaths in cities, with premature deaths and lost lifetime income accounting for the largest share of economic costs.
