H.R. 6047, also known as the Sharri Briley and Eric Edmundson Veterans Benefits Expansion Act of 2025, is a bill introduced in the U.S. House of Representatives to increase certain VA benefits for catastrophically disabled veterans and surviving family members. The Disabled American Veterans (DAV) supports the benefit increases but opposes the bill's proposed funding offset.
Funding the Bill (PAYGO Offset)
To offset the estimated $7 billion to $10 billion cost over a decade and comply with House Pay-As-You-Go (PAYGO) rules, the bill proposes a change to VA home loan funding fees.
It would require veterans with a service-connected disability rating of 70% or less to pay the VA home loan funding fee on a second or subsequent home loan.
The first use of a VA home loan would remain exempt from the funding fee, regardless of disability rating.
DAV Position
The Disabled American Veterans (DAV) endorses the proposed increases in benefits for severely injured veterans and survivors.
However, the organization firmly opposes the method of payment, arguing that veterans' benefits should not be paid for by cutting or taxing other earned veterans' benefits (specifically, the home loan fee waiver). DAV believes all Americans should bear the cost of veterans' benefits, not just veterans themselves.
Status
H.R. 6047 was introduced in the House of Representatives on November 17, 2025, and a legislative hearing was held by the House Veterans' Affairs Committee on December 3, 2025, where the funding mechanism was a point of contention among lawmakers. The bill is currently in committee.
