Facilities and programs for older adults at the Adult Wellness & Education Center are supported by funding from the City of Norman’s Guest Tax (a.k.a. Transient Guest Tax).
A portion of funds generated from the Guest Tax goes to the city’s Parks & Recreation Department budget, which supports the upkeep of our center. In addition, guest tax funds also go to the Norman Arts Council, which administers grants that help sustain local arts organizations. Healthy Living Norman’s art program is sustainable thanks in part to the two-year, $25,000 grant we received from NAC in 2025.
On April 7, Proposition 2 will be on the ballot for Norman voters. Voters will consider increasing the Guest Tax from 8% to 10% and consider expanding the tax to include overnight stays in recreational vehicle (RV) rental spaces. This tax, only paid by visitors to Norman and not residents, is a tax on short-term overnight stays in hotels, motels, or other rentals such as Airbnbs or VRBOs within the City of Norman.
Over the past several years, Norman has made significant investments in our citizens’ quality of life through projects and programs like the Adult Wellness & Education Center. By modestly increasing the Guest Tax rate and expanding it to include overnight RV stays, the city can use taxes paid by visitors to continue enhancing community cornerstones and unique events for Norman residents and attracting visitors without placing any additional tax burden on local taxpayers.
