Spectrum Health and Human Services is a not-for-profit community based agency that helps people in their recovery process from mental illness and/or substance abuse. Since 1973, Spectrum Health and Human Services has helped people build resiliency skills and increase their ability to successfully cope with life's challenges. We assist with connecting them with other services, including, medical care, special education and legal aid. We also provide emergency services to families and youth under 18 years of age through C.A.R.E.S.

Congratulations to Spectrum Health's Julie Notaro, Sr. Vice President for Community Based Services, for being named a Trailblazer in Health Care for 2026 by Julie Notaro has built her career expanding the reach of community-based care across Western New York. Since joining Spectrum Health & Human Services in the late 1990s, she has risen from care coordination into systemwide leadership, now overseeing care coordination, supportive housing and reentry programs. She has expanded assertive community treatment services to two counties outside of Spectrum’s Erie County base, is a part of the team awarded one of the first Flex ACT teams in the state and has grown community-based services.

Spectrum Health and Human Services has helped persons in need build resiliency skills and increase their ability to successfully cope with life's challenges. As these children and adults develop strategies for recovery, their need for public support, medical care, special education and legal aid are decreased, resulting in personal satisfaction, stronger families, and a more hopeful, empowered community.
