Healthy Start Connection Healthy Start Connection is a grant funded program focused on promoting positive birth outcomes and decreasing infant mortality.

Healthy Start works to ensure successful outcomes and confident parenting skills for all families served. Healthy Start was established to address disparities and the factors contributing to poor birth outcomes, the proposed scope of this project covers pregnancy through interconceptional phases for high-risk women and infants residing in the proposed project area and encompass the family support system, including fathers and the community at large, as participants in education and outreach activities. The anticipated results will reflect a support system for a population of high-risk mothers and infants to ensure better birth outcomes, immunizations, family planning, well child visits, earlier entry into care, and addresses risk screening and assessment, goal setting, newly obtained skills, education and jobs to impact perinatal health resulting in better birth outcomes, health behaviors, and reduced risk for women about to give birth.

NCDHHS Pauses Full SNAP Payments After Court Decision; Remains Ready to Process Benefits When Authorized by Federal Government

STATEMENT — The North Carolina Department of Health and Human Services (NCDHHS) acknowledges the U.S. Supreme Court’s decision issued late Friday night granting the Trump Administration’s appeal to temporarily halt the distribution of full Supplemental Nutrition Assistance Program (SNAP) benefits. After issuing partial November SNAP benefits to North Carolinians on Friday morning, NCDHHS was on track to issue the remaining full benefits over the weekend. However, due to the White House decision to appeal a court order that would have provided full benefits, NCDHHS paused this effort.

NCDHHS is communicating directly with beneficiaries and people who are impacted and posting regular updates on the NCDHHS website dedicated to the federal government shutdown (https://www.ncdhhs.gov/about/federal-government-shutdown?mc_cid=a86d0f6e4f). DHHS is also updating the SNAP website (https://www.ncdhhs.gov/divisions/child-and-family-well-being/food-and-nutrition-services-food-stamps?mc_cid=a86d0f6e4f) to include more details and an FAQ.

On November 5th, the federal government directed NCDHHS and other states to issue November 2025 benefits at a 35% reduction of maximum allotments. There are a few important things to know about how this will impact November FNS benefits at this time. The amount you receive will be less than what you normally get for your monthly benefit. Some households, that normally have smaller benefits, may not receive anything under the reduction directive. A 35% reduction in the “maximum allotment” does NOT mean everyone just gets 35% less. Most households will see a bigger impact because of how SNAP formulas work. North Carolina DHHS is required by federal law to implement benefit reductions exactly as directed by the federal government. States do not have the option to provide different amounts or calculate the benefits in a different way. How much you receive in November will depend on your household size and the amount of benefits you normally get.

• Households that normally receive the maximum benefit will see about a 35% reduction. That means if you usually get the full amount for your household size, you will get about two-thirds of that this month.

• Households that normally receive less than the maximum will likely see a larger reduction. In some cases, especially for households with three or more people who usually receive smaller amounts, there may be no benefit issued this month.

• Households with one or two people will receive at least $16, even if their calculated benefit would otherwise be lower.

NCDHHS’ website has information on how to calculate your expected benefit for November at ncdhhs.gov/shutdown.

You can check your balance in the ebtEDGE app or by calling the number on the back of your EBT card. We know how important these benefits are. NCDHHS will continue to share updates on this situation on our website.

Continue to Apply and Renew: All residents should continue to apply for SNAP benefits and submit renewal paperwork on time. County DSS offices remain open and are processing all applications and recertifications to prevent a backlog when funding is restored.
