Job Title: Chief Financial Officer
Reports to: Chief Executive Officer
Scope of Responsibility: Major responsibilities include developing and maintaining a strategic financial plan and annual operating and capital budgets, financial analysis of new programs, acquisitions, and business development; revenue management; preparation of the financial statements, in accordance with financial management and techniques appropriate to the healthcare industry; decision support and cost accounting; oversight of disbursements and receivables processes. The Chief Financial Officer reports directly to the CEO of Excel Medical Center and interacts with the executive leadership team. Contacts are maintained with outside consultants, associations, and government agencies.
Job Duties: Develop, administer and manage the following activities for all Excel Medical Center Offices:
Financial reports both internal and external
Financial policies, procedures, and systems
Reimbursement strategies, reports, and appeals
Budgeting systems for both operating and capital budgets
Tax returns and tax planning
Financial analysis of new programs, acquisitions, and business development
Patient financial services, including receivables management
Management of Payroll, Purchasing, Accounts Payable, Accounts Receivable, and general accounting functions of the Finance Department.
Analyze, prepare and present financial reports and consultation to the executive leadership team
Prepares and presents the financial statements in conformity with accounting principles generally accepted in the United States (GAAP).
Ensures that the financial statements and all accounting records are accurate for examination by the independent auditors.
Responsible for Excel Medical's relationship with federal and state tax authorities and government regulators.
Negotiate contracts and agreements with third parties
Establish monitoring processes and forecasting to position to adjust to changes in
value-based care structure.
Work directly with managed care to forecast and model the impact of fee for value and risk agreements on the financial status
Lead and facilitate organizational planning for optimizing revenue cycle management.
Lead or facilitate strategies and steps for cost containment within the organization
Interact with the Director of Health IT and Compliance on computer operations related to financial activities and cybersecurity.
Collaborate with the Human Resources Department to ensure all insurances are handled timely and efficiently to assure best cost practices and provide all required coverage.
Participate in professional associations and community service activities
Perform other related duties and participate in special projects as assigned
Supervisory Responsibilities: Directly supervises all fiscal support and billing-related staff. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. May be assigned additional fiscal-related staff supervision as services and operations expand based upon function.
Qualifications:
Knowledge of provider billing practices and understanding of healthcare reimbursement methodologies.
The job requires the highest level of problem-solving. The work requires identifying and resolving very complex problems, such as developing innovative solutions based on extensive cross-functional knowledge of the entire organization.

Ability to multitask and solve complex operational issues in healthcare settings.
Education and/or Experience:
Minimum of a bachelor's degree in finance, accounting, business administration, or equivalent discipline is required.
Master's degree in finance, accounting, business administration OR certification as a public accountant (CPA) required.
A minimum of three (3) years of healthcare delivery system administration; diverse portfolio with medical group finance leadership roles.
Computer Skills:
Knowledge of MS Office Suite and accounting and financial software.
