Liberty Resources, Philadelphia’s Center for Independent Living, advocates with disabled people, individually and collectively, to ensure our civil rights and equal access to all aspects of life in the community. Founded in 1980 by members of the grassroots advocacy group Disabled in Action, Liberty Resources embraces the principles of self-determination and Consumer control – the majority of our

governing Board and over 51% of our staff are people with disabilities. In accordance with the philosophy of the Independent Living Movement, which stemmed from the Disability Rights Movement of the 1970s and begat Centers for Independent Living, LRI offers a menu of wraparound services focused on providing tools and resources to empower people with disabilities to achieve and maintain independent lifestyles.

We’re building more than housing, we’re building opportunity.

Liberty Resources Inc. and Liberty Housing Development Corporation are proud to celebrate the groundbreaking of a new development in the City of Chester that will bring six affordable, fully accessible homes to the community, along with expanded Center for Independent Living (CIL) services.

This project represents our continued commitment to ensuring that people with disabilities have the opportunity to live independently, with dignity, choice, and the support they need, right in their own communities.

From the first shovel in the ground to the voices shared at the podium, this day was a powerful reminder of what’s possible when community, advocacy, and vision come together.

Today we had the honor of celebrating something powerful.

LRI staff were recognized with the Neuro Inclusion and Neurodiversity Award from the Autistic Art Coalition of Philadelphia for their advocacy in fighting the Big Ugly Bill.

We are proud to stand with our community in advancing inclusion, dignity, and the rights of all people.

Expanding access to affordable and accessible housing in Delaware County remains a key priority as we continue to grow our Center for Independent Living services in the region. Opportunities like this allow us to connect, collaborate, and push forward solutions that center independence and equity.

We’re grateful to partner with organizations that share our belief that everyone deserves the opportunity to live in the community with choice, dignity, and the supports they need.

🌱 Growing Together at Liberty Resources 🌱

Today, our gardening group came together to prepare our garden for the summer season. What started as planting quickly became something more. It became a moment of connection, movement, and community.

We planted cucumbers, squash, beans, tomatoes, and peppers, along with Black-eyed Susans and marigolds to bring color and life to the space. With the unexpected beautiful weather, we also enjoyed a chair yoga session outdoors, followed by lunch and time together.

At Liberty Resources, this is what independence looks like. Community, opportunity, and the freedom to live fully.

Today’s outing was all about connection, community, and independence.

Thanks to a grant from the District Attorney’s Office, our Men with Disabilities group enjoyed a special day out—building relationships and creating meaningful moments.

Statement from Liberty Resources Inc.

Liberty Resources Inc. announces that its Liberty Resources Home Choices (LRHC) program will wind down home care services no later than May 24, 2026.

This was an incredibly difficult decision. LRHC has a long history of providing high-quality care in the home and community. Ongoing financial pressures, including insufficient state rate support, have made it unsustainable to continue delivering services at the level our Consumers deserve while also supporting a strong and fairly compensated workforce.

Liberty Resources Inc. (LRI) is not closing. We will continue to operate as Philadelphia’s Center for Independent Living, serving Philadelphia, Chester, Delaware, and Montgomery counties. Our commitment to advancing independence, dignity, and the rights of people with disabilities remains at the core of our work.

Over the coming months, LRHC will work closely with state partners and managed care organizations to support a thoughtful transition. Our priority is to ensure that Consumers continue to receive the care they need, maintain choice in their services, and experience as little disruption as possible. In many cases, attendants may be able to continue supporting the same Consumers through new arrangements.

We understand that this announcement impacts both the Consumers who rely on these services and the staff who provide them. We are committed to clear communication and support throughout this transition.

Liberty Resources will continue to stand with the people and communities we serve. While home care services are concluding. Our work in advocacy, independent living services, and community partnership will continue to move our mission forward.

Dear LRI staff, consumers, partners, and community,

Just before the new year, our community lost a true legend.

Bob Kafka was a driving force behind the disability rights and independent living movements as we know them today. Because of Bob, there is ADAPT. Because of Bob, there is REV UP. His life’s work helped shift power back to the people most impacted, and his unwavering belief in collective action reshaped what independence looks like in America.

Bob didn’t just advocate for access. He demanded dignity. He didn’t wait for permission. He organized. He believed deeply that change happens when communities stand together and refuse to be ignored.

We send our deepest love to his partner, Stephanie Thomas, and to his brothers and sisters across the ADAPT movement as they grieve this profound loss. May Bob rest in power.

ADAPT of Texas is hosting a memorial service to celebrate Bob’s life and legacy. There is a virtual option, and we strongly encourage anyone who is able to attend.

Latoya Maddox isn’t just someone quoted in the news. She is a Liberty Resources Inc. employee, an advocate, and a neighbor. And like too many people with disabilities across Philadelphia, she was left stranded in her own community after the storm.

This isn’t about inconvenience. It’s about access.

City agencies can’t do this alone, and the law is clear. Property owners are responsible for clearing sidewalks. But this goes beyond code enforcement. This is about whether curb ramps and sidewalks are treated as critical infrastructure or as optional amenities.

Accessibility is essential. Every day. In every season.

Uncleared snow and ice on sidewalks and crosswalks are making it difficult for Philadelphians to get around, especially those with disabilities.

Call 311 to report snow-covered curb cuts or blocked sidewalks.
If additional assistance is needed, requests can also be made through the Mayor’s Office at 215-686-2181.

Snow-covered curb cuts and sidewalks create serious barriers for people with disabilities. These are not inconveniences — they are accessibility issues.

Accessibility does not pause for weather.
Curb cuts are essential infrastructure, and safe mobility matters.

Healthcare is a human right!

Shout out to Dominique Howell who represented Liberty Resources Inc and Philly ADAPT while serving on a statewide panel focused on protecting healthcare access for people with disabilities. Alongside partners from across Pennsylvania, Dominique spoke out about the harmful impact of HB1 on people with disabilities and on Home and Community Based Services.

Liberty Resources staff and consumers were present and engaged, signing a Healthcare Bill of Rights and affirming what we know to be true: healthcare is a human right, not a privilege.

We are also proud of Latoya Maddox, Liberty Resources staff member and President of Disabled In Action, who also participated, sharing powerful firsthand experiences with Medicaid and Home and Community Based Services and centering real lives and real consequences in the conversation.
