(KPPA) is a Group Purchasing Organization (GPO), and was formed solely for the benefit of Independent Pharmacy. Keystone's primary purpose is to offer its members the lowest prices available from wholesalers and manufacturers (both generic and name brand), as well as on all types of supplies, goods and services. For an initial one-time enrollment fee, member pharmacies are guaranteed to receive their share of all performance incentive dollars on a quarterly basis, in addition to low contract pricing, and special terms and conditions formerly only available to large groups. Member stores (now in 5 states) receive market share incentives and a share of Keystone's profits according to participation.

Ring the alarm! The State of Pennsylvania has an oversight problem when it comes to prescription drug pricing and we've been warning them for years. While legislators understand a problem exists, the lack of oversight and control by the Department of Human Services allows the system to further spiral. As pharmacies go out of business in Pennsylvania, it's not because they are bad business owners- it's because we get paid less and less to care for our patients.

We need real reform before more communities lose access to pharmacies.

After years of NCPA advocacy, the president has signed into law provisions instituting the first meaningful federal reforms to pharmacy benefit manager practices. The bill requires the Centers for Medicare & Medicaid Services to define and enforce "reasonable and relevant" Medicare Part D contract terms; allows CMS to track payment trends to pharmacies and pharmacy inclusion in PBM networks, including a new designation of essential retail pharmacies; and prohibits PBM compensation in Medicare Part D from being tied to the manufacturer's list price of a drug in an effort to reduce drug prices and save money for taxpayers.

👏 👏 👏 President Donald Trump today signed into law the first meaningful federal reforms to PBM practices, which are contained in a bill to fund the Department of Health and Human Services. This follows countless outreach efforts by NCPA and its members over the years, including phone calls and messages to Capitol Hill, pharmacy visits with legislators and their staff, and other meetings and events where we explained how PBMs harm patients, pharmacies, and payers (including governmental entities and taxpayers). "We’re grateful to our champions in Congress and to the president for seeing these provisions across the finish line in the face of tremendous pressure by PBM-insurers to maintain the status quo," said NCPA CEO Douglas Hoey, in part. "The pharmacy payment model is changing, and we’ll keep fighting to secure the best possible outcomes for independent community and long-term care pharmacies and their patients."

‼️ In a vote of 341-88, the House of Representatives passed a spending bill that includes a provision requiring CMS to develop reasonable and relevant contract terms under Medicare Part D and create a mechanism for pharmacies to report contract violations. "The PBM reforms included in this package – the first major PBM reform in Medicare Part D to pass in nearly 20 years – are as welcomed as they are long overdue," said NCPA's Anne Cassity, expressing gratitude to the pharmacy champions in Congress and the many independent pharmacy allies and advocates who have participated in this fight. "We need to get this through the Senate and to the president’s desk as quickly as possible, so independent pharmacies and the patients they treat can have the relief from PBM manipulations they so desperately need."
