Governor Abbott Appoints Fourteen To Pediatric Acute-Onset Neuropsychiatric Syndrome Advisory Council

Governor Abbott appointed Sophia Rahman, M.D. and Stefani Reinold, M.D. and reappointed Brandon Brock, DNP, Ph.D. Kara Chasteen, Summer Gainey, Ph.D., Sarah Garrett, Suzanne Gazda, M.D., Paula Kruppstadt, M.D., Elizabeth Miller, Ph.D., Amy Offutt, M.D., Nathan Pullen, Martha Shoultz, Barry Smeltzer, and Melissa Smith to the Pediatric Acute-Onset Neuropsychiatric Syndrome Advisory Council for terms set to expire August 31, 2027. The Council advises the commission and the legislature on research, diagnosis, treatment, and education related to pediatric acute-onset neuropsychiatric syndrome.

Sophia Rahman, M.D. of Plano is an Internal Medicine physician and owner of Sophia Rahman MD PLLC. She is a member of the Board of Censors for the Collin-Fannin County Medical Society and Texas Medical Association (TMA) and a board member for Project Access-Collin County. Additionally, she serves on the executive board of several philanthropic and advocacy organizations. Rahman received a Bachelor of Science in Biological Sciences from Southern Methodist University (SMU) and a Doctor of Medicine Degree from St. Matthews University School of Medicine. She completed her Residency in Internal Medicine at New York-Presbyterian Brooklyn Methodist Hospitall and is Board-certified in the specialty of Internal Medicine. She has been recognized as one of D Magazine’s Best Internal Medicine Doctors for Dallas and Collin Counties since 2020.

📢 North Texas Physicians: Take Action Now to Protect Your Patients and Your Profession

The June 22 deadline is fast approaching for Governor Greg Abbott to act on Senate Bill 268 — a bill that poses a serious threat to patient safety and the integrity of medical oversight in Texas.

If signed into law, SB 268 would severely restrict the Texas Medical Board's ability to issue cease-and-desist orders against individuals practicing medicine without a license — even when they’re licensed under a different agency. This means unsafe, unauthorized medical practice could go unchecked, putting Texans at risk.

🚨 This bill undermines the TMB’s critical role, which exists to ensure that the practice of medicine in Texas is conducted only by licensed physicians. It also opens the door for other licensing agencies to avoid proper accountability when it comes to scope-of-practice issues.

🛑 Only the TMB has the expertise to oversee medical practice.
The Texas Medical Association (TMA) is calling on all physicians to stand up now and urge Governor Abbott to VETO SB 268.

I am a licensed physician, concerned constituent and health care advocate respectfully expressing my strong opposition to H.R. Bill 3794, which proposes to expand the scope of practice for nurse practitioners in Texas, granting them independent authority to diagnose, treat, and prescribe without physician oversight.

Nurse practitioners play a vital role in healthcare; however, granting full practice authority without physician collaboration poses significant risks to patient safety and the overall quality of care. Please consider a few reasons why H.R. Bill 3794 should not be supported:

1. Difference in Training and Education: Nurse practitioners typically complete 2–3 years of graduate-level education, whereas physicians undergo 7–12 years of rigorous medical training, including medical school, residency, and often specialty fellowships. The depth and scope of physician training ensures a more comprehensive understanding of complex medical conditions and nuanced clinical decision-making.
2. Patient Safety Risks: Numerous studies have shown that physician-led care reduces errors and improves outcomes, particularly in complex or high-acuity cases. Independent practice by NPs may lead to delayed diagnoses, inappropriate prescribing, and fragmented care, especially without the depth of diagnostic training that physicians receive.
3. Fragmentation of Care: Expanding independent authority to NPs can create silos in care delivery and reduce the level of collaboration between healthcare professionals. Integrated, team-based care with physician leadership ensures cohesive and evidence-based treatment plans for patients.
4. Existing Solutions Can Address Access Gaps: While proponents of H.R. 3794 often cite increased access to care in rural or underserved areas, research shows that nurse practitioners tend to cluster in the same urban areas as physicians. Instead of lowering standards, Texas should invest in innovative models that extend physician-led care through telemedicine and mobile health units.
In conclusion, patient safety and quality of care must remain Texas' top priority. Nurse practitioners remain a valuable part of the historic, collaborative model of medicine. I respectfully urge you to preserve physician-led healthcare in Texas by opposing H.R. Bill 3794 and voting NO if this bill comes up for an executive session vote.

House Bill #3794, filed and sponsored by Representative Drew Darby-R, San Angelo, would grant full practice authority to advanced practice nurses, including nurse practitioners, midwives, anesthetists, and clinical nurse specialists. This cheapens your profession and the years and finances required to get where you are today, and, it threatens patient safety as well as their quality of care.

Your Collin-Fannin County Medical Society (CFCMS) has helped complete two out of three Pfizer and Moderna 1st & 2nd dose vaccination clinics for approximately 900 front-line health care workers in North Texas.

On January 4 and 25 in cooperation with Medical City Plano. On January 13 and February 10 in cooperation with Kroger Health and Guy Culpepper, MD, of Bent Tree Family Physicians, Frisco. And, on January 21, in cooperation with Collin County Health Care Services (CCHCS) in McKinney...2nd dose inoculations are ongoing with CCHCS, and all those who received their 1st dose of the vaccine on January 21 at the CCHCS offices who have not been contacted, yet, for a 2nd dose, by CCHCS, should call CCHCS at (972) 548-5500 to arrange an appointment. 2nd dose inoculations are being administered at John Clark Stadium, 6600 Stadium Drive, Plano.
