ASCEND Counseling and Recovery Services

Due to continued bitter temperatures, a warming station at ASCEND Counseling and Recovery Services, 729 6th Street, Portsmouth, OH, will be open nightly until next Wednesday, January 28, 2026, for anyone needing shelter from the cold temperatures.

They will have hot meals, plenty of space to get some warm rest, and supplies and resources.

Doors open from 9 PM – 7 AM nightly.

Very cold wind chills as low as 12 below zero expected. The cold wind chills as low as 10 below zero could result in hypothermia if precautions are not taken.

Dress in layers including a hat, face mask, and gloves if you must go outside.

WINTER STORM WARNING IN EFFECT FROM 10 AM TOMORROW TO NOON MONDAY...

Heavy mixed precipitation expected. Total snow accumulations between 8 and 12 inches and ice accumulations around a tenth of an inch.

Travel could be very difficult to impossible. The hazardous conditions could impact the Monday morning commute.

If you must travel, keep an extra flashlight, food, and water in
your vehicle in case of an emergency.

Forecasters are beginning to highlight a potentially “significant” and “impactful” winter storm expected to affect the region this weekend. While the exact track and potential snow accumulations remain uncertain at this time, it is never too early to take steps to prepare for winter weather. Over the next several days, forecast confidence will improve, providing a clearer picture of possible impacts to our area. One thing that is for sure is very frigid temperatures are expected beginning Friday night and lasting for at least the next week with overnight temperatures near or below zero degrees (actual temperatures; before windchill). In the meantime, residents are encouraged to review the attached winter weather preparedness checklist to ensure they and their families are ready for any conditions that may develop.

The Scioto County Local Emergency Planning Committee (LEPC) will meet Thursday, January 22, 2025 at the Scioto County Department of Job and Family Services conference room located at 710 Court Street, Portsmouth, Ohio at 12:30 PM.

The Patrol is proud to be part of Ohio’s Blue Envelope Program, a statewide initiative designed to support individuals with developmental disabilities during traffic stops and emergency situations by enhancing communication and reducing anxiety.

Participants carry a blue envelope containing key documents and information about their condition. This allows troopers to quickly understand how to best interact with the community member.

Each packet includes:
🔹 A blue envelope for documents and accommodation notes
🔹 A car decal to alert first responders
🔹 A program overview brochure

These envelopes are available for free through your local County Board of Developmental Disabilities.
