The Governor’s Institute started in 1986 as a task force headed by Dr. Michael Durfee that was convened to make recommendations about an organizational approach to getting the health care professions, particularly physicians, more involved in preventing, identifying and treating substance abuse. The Institute was officially incorporated as a 501(c)(3) non-profit corporation in 1990. The first Board of Directors was appointed by Governor James G. Martin and initial funding was provided through the Drug Free Schools and Communities Act. Twenty years later, the Governor’s Institute remains an important partner and resource for the community and state by providing networking opportunities and other connections among research and educational programs, professional organizations, clinics and hospitals, treatment facilities, consumer groups and the substance abuse field. The Governor’s Institute primarily serves North Carolina, but will expand into neighboring states as funding allows.

New Jobs Announcement!

The State Opioid Treatment Authority (SOTA) team is growing, and we're hiring two new SOTA Field Coordinator - OTP Specialist roles to support Western and Central North Carolina. Both roles are open now through January 9, 2026.

This comes at a time when Opioid Treatment Programs (OTPs) in NC have seen record growth and more people than ever are accessing life-saving medications and support statewide.

Happy Thanksgiving from the Governor's Institute!

This year, we’re reflecting on the many moments that remind us why our work matters. One provider recently shared that after completing Mental Health First Aid training, they felt confident recognizing a Veteran in crisis and were able to connect them with the support they needed. Moments like this happen because of a strong community that cares deeply about the well-being of fellow North Carolinians.

To our providers, educators, recovery advocates, Veteran-serving organizations, state and local partners, and the many community members who stand with us each day – thank you. Your dedication strengthens prevention, treatment, and recovery efforts across our state, and expands hope for the Service Members, Veterans, and Families who depend on these resources.

Meeting Tomorrow’s Challenges Today

The Governor’s Institute, a 501(c)(3) non-profit corporation was founded in 1990 to improve how the health care professions, particularly physicians, prevent, identify, and treat substance use disorders.

Today, the Governor’s Institute remains an important partner and resource, providing innovative professional education and technical assistance, workforce development, networking opportunities and other collaborations among research and educational programs, professional organizations, and clinics, hospitals and other treatment facilities. While much of the current focus is on opioid use disorder, the GI strives to develop and sustain infrastructure and systems that can support evidence based prevention and treatment for substance use disorders of all types.
