🚨PDHCC ALERT: NEW REGULATION THREATENS CARE FOR MEDICALLY FRAGILE CHILDREN, ADULTS AND SENIORS 😔😢

As of October 1, 2025, the Respiratory Care Board (RCB) began enforcing CCR §1399.365, a regulation that prohibits Licensed Vocational Nurses (LVNs) from performing many basic, life-sustaining respiratory care tasks, including:
* Suctioning – nasal, oral, or tracheostomy suctioning
* Oxygen – setup, flow adjustment, or replacement
* Tracheostomy Care – handling caps, speaking valves, cannulas, or humidifiers
* Respiratory Devices – use of ventilators, CPAP, BiPAP, and nebulizers
🔴These are the same procedures that have safely kept thousands of medically fragile children, adults, and seniors alive for decades in homes, schools, and community-based settings such as Pediatric Day Health Care (PDHC) centers, home health agencies, and skilled nursing facilities.
🔴The Pediatric Day Health Care Coalition (PDHCC) is respectfully urging the Respiratory Care Board to issue temporary, common-sense guidance while new training standards are developed.
