A record number of medical students matched into residency programs this year but more positions went unfilled than in 2025.
About 92% of slots in primary care specialties — which includes internal medicine, pediatric internal medicine, family medicine and pediatrics — were filled, a decrease of 1.4% from 2025.
Family medicine in particular has had a challenge with recruitment. Only 83.6% of positions were filled, down from 85% last year, according to the program. That translated to 899 unfilled positions this year.

We’re proud to welcome Virginia’s Secretary of Health and Human Resources Marvin B. Figueroa to the Board, bringing critical public-sector leadership and policy insight.

Marvin B. Figueroa currently serves as Governor Spanberger’s Secretary of Health and Human Resources for the Commonwealth of Virginia. Across the private and public sectors, he has focused on expanding access to affordable care, strengthening programs that support families, and improving how government meets the needs of communities. His career has been guided by a core belief that policy should widen opportunity and give people a fair shot.

Figueroa has held senior leadership roles across the federal government, advancing bipartisan efforts to improve health outcomes and modernize national policy. As a senior official at the U.S. Department of Health and Human Services, he worked closely with governors, state agencies, and local leaders to carry out national priorities and strengthen the delivery of essential services. During his time as Health Policy Advisor to U.S. Senator Mark Warner, he helped craft and pass the CHRONIC Care Act, landmark legislation that improved care for individuals with complex medical needs and strengthened Medicare’s ability to support people living with chronic conditions. He later served as a Chief of Staff in the U.S. Senate.

A longtime Virginian, Figueroa previously served as Deputy Secretary of Health and Human Resources under Governor Ralph Northam. In that role, he collaborated with agency leaders, health systems, and community partners to expand Medicaid, broaden behavioral health supports, strengthen social services, and improve public health operations. These efforts expanded the Commonwealth’s capacity to deliver services across both rural and urban communities and helped ensure programs were dependable and responsive to residents’ needs.

Figueroa shares Governor Spanberger’s commitment to practical, results-driven solutions that matter at the kitchen table. Throughout his career, he has worked across party lines to improve access to care, respond to community challenges, and ensure government delivers meaningful progress. His approach to public service emphasizes listening first, building strong partnerships, and focusing on outcomes people can see and feel.

Figueroa is a graduate of the University of Virginia Sorensen Political Leaders Program and Lead Virginia. Originally from La Ceiba, Honduras, and a POSSE Foundation Scholar, he earned degrees from Vanderbilt University and Harvard University.

He lives in Richmond, Virginia, and remains deeply committed to serving the Commonwealth he has long called home.

March 18th is Health Workforce Well-Being Day ! Today marks an annual commemoration of progress towards well-being in our healthcare workforce to improve burnout, retention, and patient outcomes.

and the Virginia Task Force on Primary Care promote health workforce well-being through the Joy in Healthcare pilot, a statewide, first-in-the-nation, multi-organization partnership to better understand and address the causes of clinician burnout and impediments to well-being.

Ballad Health, Bon Secours Virginia Health System, Carilion Clinic, Children's Hospital of The King's Daughters (CHKD), Trusted Doctors, LLC, UVA Health, and VCU Health have joined the collaborative to participate in the American Medical Association’s Joy in Medicine Health System Recognition Program.

Michelle Rockwell, PhD, RD, is joining the team as the Executive Director of the Research Consortium. We are so excited to welcome her!

Prior to joining VCHI, Michelle was Director of Research for the Department of Family and Community Medicine at Carilion Clinic, where she led interdisciplinary research and quality improvement initiatives across 46 primary care practices and numerous external partners. She has worked closely with , Virginia Health Information and many statewide collaborators and stakeholders to advance healthcare policy and practice in Virginia.

Michelle is a health services researcher whose data science and mixed methods research focuses on healthcare quality and value. Her scholarship has appeared in Health Affairs, JAMA Internal Medicine, JAMA Health Forum, and other leading journals, and has been highlighted across multiple public and media platforms. Michelle was recognized with Clinical Pearl Awards from the NAPCRG-North American Primary Care Research Group (2022, 2025) and as a Milton W Hamolsky Junior Faculty Award Finalist (Society of General Internal Medicine) in 2024. She is an Associate Professor of Family & Community Medicine at the Virginia Tech Carilion School of Medicine, where she teaches Health Systems Science & Interprofessional Practice to medical students. Michelle previously served as an intramural fellow with the Center for Evidence and Practice Improvement at the Agency for Healthcare Research and Quality (AHRQ). She has owned a private medical practice, directed healthcare practices, and has over 20 years of experience as a Registered Dietitian. A native of Baltimore, MD, Michelle is a triple-Hokie (BS, MS, PhD from Virginia Tech).

As APPs are increasingly relied upon to address primary care workforce shortages, they may also face unique challenges related to their scope of practice, training, and their own system-level pressures that can increase the risk of burnout in the absence of targeted support.

The Virginia Task Force on Primary Care has published insights from its Joy in Healthcare initiative, a first-in-the-nation, multi-organization partnership to better understand and address the causes of clinician burnout and impediments to well-being.

The article “Advanced Practice Provider Burnout in Primary Care” explores survey data from five large health care entities in the Commonwealth and provides national data for comparison where available.
