Michelle Rockwell, PhD, RD, is joining the team as the Executive Director of the Research Consortium. We are so excited to welcome her!

Prior to joining VCHI, Michelle was Director of Research for the Department of Family and Community Medicine at Carilion Clinic, where she led interdisciplinary research and quality improvement initiatives across 46 primary care practices and numerous external partners. She has worked closely with , Virginia Health Information and many statewide collaborators and stakeholders to advance healthcare policy and practice in Virginia.

Michelle is a health services researcher whose data science and mixed methods research focuses on healthcare quality and value. Her scholarship has appeared in Health Affairs, JAMA Internal Medicine, JAMA Health Forum, and other leading journals, and has been highlighted across multiple public and media platforms. Michelle was recognized with Clinical Pearl Awards from the NAPCRG-North American Primary Care Research Group (2022, 2025) and as a Milton W Hamolsky Junior Faculty Award Finalist (Society of General Internal Medicine) in 2024. She is an Associate Professor of Family & Community Medicine at the Virginia Tech Carilion School of Medicine, where she teaches Health Systems Science & Interprofessional Practice to medical students. Michelle previously served as an intramural fellow with the Center for Evidence and Practice Improvement at the Agency for Healthcare Research and Quality (AHRQ). She has owned a private medical practice, directed healthcare practices, and has over 20 years of experience as a Registered Dietitian. A native of Baltimore, MD, Michelle is a triple-Hokie (BS, MS, PhD from Virginia Tech).

As APPs are increasingly relied upon to address primary care workforce shortages, they may also face unique challenges related to their scope of practice, training, and their own system-level pressures that can increase the risk of burnout in the absence of targeted support.

The Virginia Task Force on Primary Care has published insights from its Joy in Healthcare initiative, a first-in-the-nation, multi-organization partnership to better understand and address the causes of clinician burnout and impediments to well-being.

The article “Advanced Practice Provider Burnout in Primary Care” explores survey data from five large health care entities in the Commonwealth and provides national data for comparison where available.

Please join us in welcoming Shelly Smith to the Board, bringing an academic and clinical perspective to strengthen our health value mission.

Dr. Shelly Smith is a distinguished Professor of Nursing and Public Policy at the University of Virginia. With a robust academic background, Dr. Smith holds a PhD in Public Policy from Virginia Commonwealth University, a Doctor of Nursing Practice degree from the University of Virginia, an MS with a concentration in Adult Primary Care from VCU, and a BSN in Nursing from the UVA. Dr. Smith's professional journey is marked by significant leadership roles and contributions to nursing education and public policy. Currently, she serves as the Associate Dean for Graduate Nursing Programs at the University of Virginia School of Nursing. She also co-directs the newly formed Synergy Center, which addresses Virginia's nursing workforce challenges by aligning individual goals with organizational needs through purposeful interaction. Her academic career also includes roles as a Clinical Associate Professor and Program Director at Virginia Commonwealth University, where she directed Graduate Practice Programs. Dr. Smith continues to maintain an active clinical practice in addition to her academic roles. Dr. Smith is actively involved in public health and policy. She is an appointed member of the Virginia Board of Nursing and the Joint Board of Nursing and Medicine, where she serves as the APRN representative. Prior to her board of nursing appointment, Dr. Smith was appointed to the Virginia Health Workforce Development Authority. She is an active member of the Region 9’s Virginia Partnerships for Health Science Careers workgroup. Her work focuses on creating sustainable collaborations across public education, industry, and policy. Her contributions to nursing and public policy are further evidenced by her numerous publications and presentations at national and international conferences. She is a Fellow of the American Academy of Nursing and the National Academy of Practice and has received several awards, including the NP State Excellence Award from the American Academy of Nurse Practitioners.

We’re excited to announce that Nick Frenzer has joined the Board, adding valuable expertise at the intersection of technology and health systems.

Nick Frenzer is General Manager, Site Solutions at Veeva Systems. He leads strategy, product, engineering, sales, marketing, and services as a business focused on clinical research software. Nick is focused on finding new opportunities for technology to improve clinical trials at research sites across the healthcare landscape. Previously, Nick spent over ten years at Epic leading Population Health as well as advancing public policy initiatives including data interoperability standards and reimbursement & incentive models. Nick served on active duty in the United States Marine Corps until 2010 in multiple places around the world.

We’re delighted to welcome Charles Frazier to the Board of Directors, bringing deep healthcare leadership and system-level insight to our work.

Charles O. Frazier, MD, FAAFP, is Senior Vice President and Chief Medical Information and Innovation Officer of Riverside Health. He has helped lead Riverside’s electronic health record initiatives since the system implemented an EMR in its medical practices in 1996. A family physician, Dr. Frazier is on the faculty of the Riverside Family Medicine Residency and is a Clinical Professor with the Virginia Commonwealth University Department of Family Medicine and Population Health. He is a Past President and the current Treasurer of the Virginia Academy of Family Physicians (VAFP). Over the last three decades, Dr. Frazier has had the privilege to work with a number of quality and informatics organizations and projects at the state level, including Virginia Health Information, Health Quality Innovators (HQI), Virginia’s All Payers Claims Database, the Emergency Department Care Coordination Program, and the Virginia Task Force on Primary Care .

extends its sincere appreciation to John Littel for his dedicated service on the Board of Directors. We thank him for the guidance, expertise, and dedication he brought in support of VCHI’s mission to improve health value for the Commonwealth.

John Littel was the Chief of Staff for the Commonwealth of Virginia for the Glenn Youngkin Administration. He brought 30 years of public policy experience, developing private sector solutions for Medicaid, advocating for independent living for seniors and people with disabilities, and leading mental health and substance use disorder programs. John has served as Deputy Secretary of Health and Human Resources, held senior roles at Magellan Health, Anthem, and Amerigroup, and worked at both the federal and state government levels. He has taught government, politics and communications at the graduate level, and has also served as a member of the W&M Public Policy Program Board of Advisors and William & Mary Board of Visitors. He also serves on the board of The Gloucester Institute, a leadership initiative for young African-Americans based at Robert Russa Moton's historic home. He previously served as the chair of the Virginia Health Care Foundation and on the boards of the Family and Children's Trust Fund of Virginia, Virginia's family violence prevention agency, and ForKids, a program for homeless families in Hampton Roads.
