Until the state of Texas funds SpEd in such a way as to support Least Restrictive Environment, schools will either stop mainstreaming, or fail to fund students with disabilities accordingly, in the general education classroom, according their individual educational needs.

As urgent education issues pile up for the state Legislature, federal judges say the way Texas funds special education creates a “perverse incentive” to minimize a student’s needs.
