California Behavioral Health Association A statewide non-profit association that supports and promotes behavioral health agencies through legislative advocacy.

Since its inception in 1985, CBHA has endeavored to provide agency executives with the support, assistance and camaraderie that can help make a difference in the often-difficult task of running a nonprofit mental health agency. In 1999, CBHA was instrumental in the design and implementation of a pioneering, three-county program that served homeless people, parolees and probationers with serious mental illness. Using aggressive outreach and a whatever-it-takes-approach to match services to client needs, these programs achieved significant clinical outcomes for those served and saved millions of dollars by reducing hospitalization and incarceration costs. The passage of Proposition 63, the Mental Health Services Act, in 2004 was CBHA's proudest moment.

As we step into spring, CBHA is proud to recognize Gender Equality, Women’s History, Social Work, and Developmental Disabilities this month. Each observance reflects a shared truth: thriving communities require inclusive systems of care that honor lived experience, equity, and dignity.

World Teen Mental Wellness Day reminds us to prioritize youth mental health and create safe spaces for teens to speak up and seek support. Transgender Day of Visibility celebrates the resilience of transgender individuals and reinforces the importance of affirming behavioral health services.

We believe behavioral health care must be compassionate, inclusive, and accessible for all. CBHA uplifts observances for this month, but highlight the need for awareness year-round.

CBHA provided public comment highlighting the greater need for psychiatric care in community based and FQHC settings.

Some of our key concerns include:

✅ Expansion of child and adolescent focused psychiatry residents

✅ Incentives for residency placements in FQHC and community based settings

✅ Aligned funding structures for integrated behavioral and physical health models

✅ Long term sustainability beyond one-time allocations

CBHA uplifts the need to expand psychiatric care and behavioral health services across the state. We urge policymakers to prioritize these needs and ensure all Californians have access to timely behavioral health care.

Since 1972, Tarzana Treatment Centers has provided whole-person care through fully integrated primary medical and behavioral health services. Serving communities across Los Angeles County, TTC remains committed to improving quality of care while expanding access to ensure more individuals receive the services they need.

This February, CBHA is proud to highlight Black leaders whose lived experiences and advocacy have shaped the behavioral health field. We celebrate the trailblazers who emphasized the need for culturally competent care, and also the leaders who exemplify their advocacy today.

Their legacies will continue to impact behavioral health as we move forward with advancing behavioral health care. CBHA uplifts Black clinicians, mentors, executives, educators and more for their contributions to building more inclusive and equitable behavioral health systems.

No one struggling with serious mental illness or substance use disorder should be forced to “fail first” before getting the medication their provider prescribed.

That’s why CBHA is proud to be sponsoring AB 1970, authored by Assemblymember John Harabedian.

Step therapy delays care by requiring patients to try insurer-preferred medications first, even when their provider has determined a different treatment is clinically appropriate.

For vulnerable Californians facing unstable housing, transportation challenges, or limited communication access, delays can mean losing contact entirely.

AB 1970 ends step therapy for SMI and SUD medications — putting patient stability first.

Behavioral health care works best when it’s timely, trusted, and uninterrupted. 📢
