Wicomico Somerset Community Crisis Intervention Team - CIT CIT is designed to train first responders to help people in a behavioral health crisis.

What do first responders learn at 40hr CIT Training?

*How to Recognize and interact effectively with people with substance abuse, behavioral health, and/or developmental disabilities;

*Basic medication awareness;

*Basic Understanding of the Americans with Disability ACT;

*Verbal de-escalation skills and other less lethal alternatives of force;

*Face-to-face interaction with consumers and family members

*Excited Delirium responses

*Public Safety Mental Health First Aid.

Congratulations Lt. Kelley!

Chief Raymond J. Austin is proud to announce that Lieutenant Charles J. Kelley has graduated as a member of the 297th session of the FBI National Academy. The graduation took place at the FBI Academy in Quantico, Virginia, on March 18, 2026.

Internationally known for its academic excellence, the FBI National Academy offers 10 weeks of advanced training in communication, leadership, and physical fitness. Participants are selected based on proven records of professionalism within their agencies. On average, attendees bring more than 20 years of law enforcement experience and often return to serve in executive-level leadership roles.

A total of 253 law enforcement officers graduated from this prestigious program. The 297th session included participants from 48 states, the District of Columbia, and 24 countries, representing international law enforcement agencies, military organizations, and federal civilian institutions.

Instruction is provided by FBI Academy instructors, special agents, and highly credentialed staff, many of whom are recognized experts in their respective fields. Since 1972, participants have also had the opportunity to earn undergraduate and graduate academic credit through the University of Virginia, which accredits all National Academy courses.

Chief Austin praised Lieutenant Kelley’s accomplishment and the value of the program to the department:

“Lieutenant Kelley’s graduation from the FBI National Academy is a significant professional achievement and a reflection of his dedication to leadership and service. Training of this magnitude not only strengthens individual skill sets but also plays a critical role in developing future leaders within our organization. Investing in opportunities like the National Academy ensures we are building strong succession, enhancing our command staff, and continuing to provide the highest level of service to our community.”

Lieutenant Kelley reflected on his experience:

“It was a privilege to represent my department at the FBI National Academy, Session 297. This evolution was more than just training; it was a call to action. I return to Ocean City with a renewed commitment to selfless service and the unrelenting pursuit of professional excellence. My mission now is to lead from the front, upholding our sacred oath to this Nation and its people while forging the next generation of resilient leaders. This achievement belongs to my family and the team here at the OCPD; their sacrifice and support made this mission possible. Semper Fi.”

Lieutenant Kelley’s graduation represents the Ocean City Police Department’s continued commitment to professional development, leadership excellence, and organizational growth.

We would like to Thank everyone that came out to our event tonight, without the support of you our community, it wouldn’t be possible.

This is our biggest one day event that we put on each year and it’s success for 20+ years is all because of you!

Months of planning, days of preparation and 24 years of dedication with no advertising for a sold out event year after year.

It can’t be done without your support and the dedication of our members and for that we again say Thank You to everyone that takes part in this event.

We’re incredibly grateful for the continued support of our community! Yesterday, PFC Helias and K-9 Edge, PFC Kautz and K-9 Zoro (not pictured), and PFC Rhode and K-9 Cido had the opportunity to visit the Salisbury Maryland Kennel Club, and we’re proud to share that the club generously donated $1,000 to the Ocean City Police Department K-9 Unit.

The K-9 Unit is looking to use this donation for enhanced training for our K-9 teams, helping ensure they remain ready to serve and protect our community at the highest level. Thank you to the Salisbury Kennel Club for your generosity and support of our K-9 Unit!

Great job! Glad the 1st Responders Wellness Conference was a success!

Over the past two days, three of our members and Pittsville's Police Chief had the opportunity to attend the 1st Responder Wellness Conference in Ocean City, MD.

We often hear people say, "I would not want your job." Your first responders run toward danger every day! They do this with pride and dignity, without stopping to think about their own well-being.

The average person experiences approximately 2 to 5 traumatic events in their lifetime, while first responders face hundreds, often averaging 400 to 1,000 or more over a 30-year career.

First Responder Wellness is paramount to maintaining a healthy balance between life and the job.

Conferences like this will most certainly provide a better product for the communities we are entrusted to provide for each day.
