An L-3 is a required evaluation for all Texas law enforcement candidates, designed to assess psychological readiness for duty.

Dr. Linda J. Garza is a Licensed Psychologist. She earned her undergraduate and graduate degree at The University of Texas Pan-American. After completing her graduate coursework, she finished her school psychology internship at Broward County Public Schools in Florida. Dr. Garza also completed her doctoral degree from Texas Tech University, where her research focused on school-based counseling services for general and special education students.

Dr. Garza was recognized by the Texas Association of School Psychologists (TASP) and was named the Outstanding School Psychologist in 2022 for her advocacy in school-based mental health and su***de prevention. She has presented at the National Association of School Psychologists and multiple state conferences on su***de prevention, child and adolescent counseling, and comprehensive mental health services.
