A California physical therapist had to cross state lines just to practice.
Dr. Jenny Moe is a highly trained and talented animal physical therapist. At one point, she actually moved to the Nevada–California border so she could open her own practice in Nevada because their laws allow common-sense collaboration between veterinarians and physical therapists.
Her practice there was successful.
But her heart was in San Francisco.
So she made the difficult decision to move back to California… even though the regulatory framework here severely limits her ability to practice her profession.
Last week, Dr. Moe shared her story during testimony before the Joint Senate and Assembly Business, Professions & Economic Development Committees during the Sunset Review hearing of the Physical Therapy Board of California.
Her story highlights the bigger issue:
• Highly trained professionals want to serve California
• Veterinarians want to collaborate
• Animals need access to rehabilitation care
But outdated regulations continue to stand in the way.
California needs a clear legal pathway for licensed and qualified animal physical therapists to practice under veterinary referral or medical clearance.
Legislation is the solution…and we will keep pushing this conversation forward until we get things right. Modernization of the Practice Act is what is needed to catch up with the national standard.

Animals shouldn’t lose access to care because the law hasn’t caught up with the times.
