NEPA CIT NEPA CIT is committed to crisis intervention training for First Responders and related professionals.

Crisis Intervention Team (CIT) developed in Memphis, TN in 1988 with partnerships from the Memphis Police Department, NAMI, mental health professionals and advocates. The CIT Program was developed and implemented in Lackawanna County in 2010, with ten individuals attending a CIT โ€œTrain the Trainerโ€ course in Johnstown, PA. All officers and emergency personnel registered for the training on a voluntary basis. In 2017, Scranton Area CIT evolved into NEPA CIT through the direction of The Advocacy Alliance. Currently, Lackawanna County has partnered with The Advocacy Alliance, NEPA CIT for the Lackawanna County De-Escalation and Crisis Intervention Collaboration Project. The 40-hour comprehensive training emphasizes mental health-related topics, crisis resolution skills and de-escalation training, and access to community-based services. The format of the training consists of the Mental Health First Aid certification course, lectures, on-site visitation and exposure to several mental health facilities, intensive interactions with the individuals with a mental illness and family members, and scenario-based de-escalation skill training. The goals of The Crisis Intervention Team (CIT) consist of the following:
- Increase officer, consumer, and community safety
- Divert persons in a mental health crisis away from the Criminal Justice System and toward treatment
- Establish a relationship of trust among consumers, families, and law enforcement
- Provide other options
- Reduce stigma

STAYING GROUNDED WELLNESS STRATEGIES FOR FIRST RESPONDERS CONDUCTED ON SEPTEMBER 16, 2025. On behalf of the NEPA Crisis Intervention Team Coordinators Cherianne Scala, John Chilleri, Marie Onukiavage & Ray Hayes, we would like to thank Camp Freedom for hosting this Advance Training/Continuing Education course. We would also like to thank all of our presenters for taking time from their busy schedules to share their knowledge & expertise.
The purpose of this training was to prepare First Responders to identify the different types of stress and to utilize strategies for building resilience. There were 34 First Responders in attendance at the program.

The Fraternal Order of Police Lodge #63 is saddened by the tragic incident that occurred in Susquehanna County involving two members of the Pennsylvania State Police, Trooper Perechinsky and Trooper Jenkins.

Our thoughts and heartfelt prayers are with both troopersโ€™ families, our extended law enforcement family, and all those affected by this devastating situation. We are also grateful to our local, state, and federal law enforcement partners who will be assisting in the ongoing and active investigation.

This tragedy hits painfully close to home and is a solemn reminder of the dangers our law enforcement brothers and sisters face every day. Whether responding to routine calls or the most unpredictable emergencies, our officers put their lives on the line in service to their communities.

We ask the public to keep the families of Trooper Perechinsky and Trooper Jenkins in their thoughts. We pray for both Troopersโ€™ recovery from their injuries they both sustained from todayโ€™s incident.

We stand unitedโ€”stronger together in moments of sorrow, and unwavering in our commitment to support those who serve and protect.
