ABOUT THE DOCTORS:

Ellen Sauter, ND

Dr. Sauter is a naturopathic physician and medical director of The Tualatin Clinic of Natural Medicine. She sees patients Monday through Friday from 10-6 and Saturday mornings by appointment. When asked about her practice philosophy, she replies, “The simplest therapies usually work the best, but if more aggressive methods, such as prescription drugs are required, I utilize those as well. I always try to use the gentlest effective means to return a patient to wellness. The mantra in naturopathic medicine is "Treat The Cause." My job as a physician is to discover the root cause of the person's ailment and work on ways to heal it from the inside out. Sometimes treating a symptom is what needs to be done to make the patient feel better temporarily, and western medicine does that well, but treating symptoms usually does nothing in the long term to heal a person's illness, and healing is my primary goal." Dr. Sauter graduated from Washington State University with a BS degree in Biology/pre-med and a minor in Psychology, after completing an AA degree in Business Administration. While in college, she owned and operated a small business and volunteered as a lay counselor for battered women. She has donated thousands of volunteer hours teaching and counseling in various capacities. She earned her doctoral (ND) degree from National College of Natural Medicine, with clinical training at Outside-In Medical Clinic, Mercy and Wisdom Healing Center, NCNM’s Community Clinics, and various rotations in women’s medicine and internal medicine. She has written and presented papers on human biological terrain and biological riparian zones, and has published essays and poetry. She is currently writing a book about prevention, treatment and nutritional support for Alzheimer’s and vascular dementia. She is and has three grown children and one precious grandson. In her spare time, she enjoys her family, hiking, yoga, and cooking, especially creating delicious gluten and dairy free recipes. Meredith Hudson, RN, ND

Dr. Hudson is a Naturopathic Physician and and also a Registered Nurse. She sees patients Monday through Wednesday from 10-6 and other days by appointment. Dr. Hudson has a special interest in helping people who are dealing with the disease of modern living, finally getting control of their health and living life to the fullest as they define it. She has over 20 years experience in the allopathic world working as an RN. She has worked with patients of all ages and taught nursing. Most recently her work has been with acutely ill infants, children and adolescents. Her extensive health care background allows her to create a bridge between the world allopathic or “mainline” medicine and the world of “alternative” medicine. She is adept at coordinating care between providers and helping individuals navigate both worlds. Dr. Hudson’s basic philosophy is that the body is created to be healthy and when it is not healthy, it is the doctor’s role to figure out what is getting in the way of health and giving the body what it needs, or removing obstacles, so it can heal itself. She uses the gentlest and simplest treatments that will be effective. She begins with the basics; nutrition, sleep, activity, recreation, hydration and effective stress management. As needed she adds herbs, nutritional supplements, hydrotherapy, referrals to other providers and prescription medicines. Dr. Hudson works closely with her patients to assure their success. Dr. Hudson received her Bachelor’s degree in nursing from OHSU-La Grande campus and her Doctorate in Naturopathic Medicine from National College of Natural Medicine. She has done most of her nursing work at OHSU on adult units and in pediatrics. She taught nursing at Chemeketa Community College for 5 years before leaving that job to return to school. In her personal life Dr. Hudson likes to mix activity with more quiet pursuits. She is an endurance speed walker and has completed three marathons and multiple half marathons. She is an assistant walking coach with Portland Fit-A-Training program designed to help first time marathoners be successful. On the quiet side she loves to read both fiction (especially historical fiction) and non-fiction on a variety of topics. She takes fitness classes and enjoys spending time with family. She also enjoys playing the piano and singing (but never solo!) Dr. Hudson grew up in Portland and her family still lives in the area.

Regence Blue Cross joins Pacific Source in the fight against provider discrimination! Today Regence announced that retroactive to January 1st 2014, it will pay for medical visits to a naturopathic physician at the same rate they reimburse any other physician when performing the same service - such as physical exams for illness or health maintenance, and medical management of acute or chronic conditions. Naturopathic doctors in general practice offer the same services that family practice docs have always offered, with a couple of big differences. We always think of prevention first, and whenever possible, we use non-toxic therapies for treatment! Even though we can write prescriptions for all common pharmaceuticals, it's usually a last resort because we usually have better ways to help our patients get well and stay well. TCNM applauds both of these companies for stepping up to the plate and agreeing to equal reimbursement for services!

ACA provision for non-discrimination against providers
The Affordable Care Act (ACA) includes a provision prohibiting health insurance companies from certain types of discrimination against any health care provider. We are applying this new regulation to our Individual and Group products as issued or renewed on or after January 1, 2014.

Under this new provision, when an alternative care provider, such as a chiropractor, acupuncturist or massage therapist, provides any service covered by a health insurance plan, that provider is eligible for reimbursement based upon the member’s benefits, as long as he or she is licensed by his/her state, the service is within that provider’s scope of practice, and the provider complies with our Utilization Management requirements.

The naturopathic medical profession is changing the face of healthcare in America! Posted by the American Association of Naturopathic Physicians: The Maryland Senate today overwhelmingly approved a bill to license naturopathic doctors in Maryland. Leaders from the Maryland Association of Naturopathic Physicians are optimistic the governor will sign the bill. The House unanimously approved the bill last weekend. The governor's signature will culminate several years of tireless effort by the MDANP to achieve licensure in Maryland. Congratulations to all!

A Special Message to Patients of Naturopathic Doctors

• Does your insurance plan not cover NDs?
• Does it have an annual cap of $1,000, $1,500 or some other amount on services of all “alternative care providers?”
• Do labs ordered by your ND apply to your annual cap?
• Did you have to purchase more expensive insurance in order to get better coverage of your ND?

If you answered yes to any of these questions, your insurance plan may be operating illegally, and we need your help to bring them into compliance with the law!

The Affordable Care Act (ACA) contains a provision called “Section 2706 – Provider Non-Discrimination.” Insurance plans issued on or after January 1, 2014 are now prohibited from discriminating against providers like naturopathic physicians (and acupuncurists, chiropractors, etc) in either coverage in your plan benefits, or participation as an “in-network” provider.

If you are seeing your ND for a service or condition that your insurer would ordinarily cover if you were to see an MD or other provider, than your insurer must by law also now cover your ND – at a minimum as an out-of-network provider. This applies to ALL PLANS except for medicare.

What You Can Do TODAY to Help Bring Insurers Into Compliance!

Oregon’s Insurance Commissioner has requested that we file formal complaints any time a patient or doctor identifies a plan or insurer that seems to be discriminating against naturopathic doctors.

1. File complaints at www.cbs.state.or.us/ins/consumer/tomake.html or call 1-888-877-4894 and select the Life & Health option
a. Detail how your plan covers (or doesn’t) your naturopathic doctor with different limitations, restrictions, or caps than other doctors
b. State that Section 2706 of the ACA prohibits this kind of provider discrimination
c. Ask the Commissioner to ENFORCE THE LAW

Examples of discrimination might be (select any of the following or write in your own):
• Not covering ND services at all, even as an out-of-network provider.
• Applying a $1,000 or other annual cap for services that are identical to those of other providers not subject to this cap.
• Applying labs and diagnostic imaging against a different "alternative care" cap instead of applying it to the plan's normal deductible.
• Refusing to pay for a pharmaceutical, lab, or diagnostic imaging where it would be covered when done by another provider.
• Not covering mandated routine preventive screenings like mammograms, etc.
• ND is in-network with insurer but some plans offered by insurer deny coverage of services by ND (i.e., you can see an ND in the Silver plan, but not the Bronze plan).
• Reimbursement rates for same quality and performance of services done by an ND are substantially different for ND than for other providers.Go to http://www.CoverMyND.org to send a message to the Governor to ENFORCE THE LAW
