LiRo-Hill’s Dan Loscalzo will once again be attending the ASCE Legislative Fly-In in Washington, D.C. this March, leading the Metropolitan Section’s delegation for the fourth time. The two-day annual event brings ASCE members together to advocate for national infrastructure priorities and meet directly with Members of Congress and their staff to discuss funding, policy, and legislative support for the profession. Last year’s Fly-In was especially impactful, aligning with the federal appropriations cycle and addressing critical issues including infrastructure investment, resiliency, and workforce development.

LiRo-Hill Strengthens Firms Leadership with Senior Vice President Promotions

LiRo-Hill is proud to announce the promotions of Lawrence Fitzpatrick, CCM, DBIA, Christopher Carter, CCM, Assoc. DBIA, and Joseph Catapano, PE, Assoc. DBIA, to Senior Vice President roles, strengthening the firm’s leadership across construction management and infrastructure services.

Fitzpatrick has been promoted to Senior Vice President and CM Deputy Business Unit Head. With more than 20 years of commercial construction experience, he has led complex projects for clients including the New York State Office of General Services, CUNY, SUNY, DASNY, and private sector organizations. His experience spans major renovations, infrastructure upgrades, historic preservation, and emergency response programs. In his new role, Fitzpatrick will support strategic initiatives and continued growth within the firm’s construction management operations. He holds a Bachelor of Arts in Economics from the State University of New York at Albany.

Carter brings more than a decade of experience leading complex capital programs across New York State. His portfolio includes visitor centers, park revitalizations, resiliency infrastructure, athletic facilities, and community redevelopment projects. He will continue leading major programs, strengthening client partnerships, and expanding construction management services. He holds a Bachelor of Design from the College of Architecture at University of Florida.

Catapano has more than 30 years of highway and heavy construction experience including supervisory roles for various agencies and general contractors. He has successfully delivered major infrastructure and transportation projects for agencies including NYSDOT, NYCDOT, NYCEDC, and Nassau County DPW. He will continue guiding strategic initiatives and supporting the firm’s infrastructure service growth. He holds a Bachelor of Science in Civil Engineering from Polytechnic University.

Check out the new project description now live on our website, featuring the Nassau County Police Department 2nd Precinct Station House. The new 2nd Precinct is a two-story, 25,000 sf building with a roof penthouse, designed to support both current and future police operations. LiRo-Hill had prior experience working with the Nassau County Department of Public Works and the Nassau County Police Department, having successfully designed three similar precinct projects for the 1st, 4th, and 8th Precincts. Lake Sebago Beach at Harriman State Park, which has been closed since 2011 due to damage from Tropical Storm Irene, is finally set to undergo a $95.8 million rebuild. The project is scheduled to begin in spring 2026 and is expected to be completed by summer 2027. The project includes a rebuilt beach area with new sand, repairs to the existing bathhouse, new restrooms, new playgrounds, picnic and game areas, a lakeside promenade, parking, a wastewater treatment facility, and environmental upgrades to handle future storms better.
