Arc of Onondaga "Turning Disability into Ability." Arc of Onondaga is a Chapter of The Arc New York.

MISSION
Arc of Onondaga supports people with intellectual, developmental, and other disabilities in leading meaningful lives within their community. Arc of Onondaga is one of 35 local Chapters of The Arc New York, the largest provider of supports and services for people intellectual and developmental disabilities in New York state. In addition to the programs Arc of Onondaga offers in Onondaga Cou

nty, Chapters of The Arc New York collectively support more than 60,000 people with disabilities and their families in every county of the state and employ more than 30,000 people in our shared mission to provide people with intellectual, developmental, and other disabilities the ordinary and extraordinary opportunities of life. As part of this larger statewide organization, Arc of Onondaga draws upon a rich network of expertise and statewide resources to ensure the highest quality services for the people we serve, and to raise the unified voices our Chapter communities and nearly 100,000 members statewide to strengthen our advocacy efforts. Founded by families more than 75 years ago, The Arc New York has driven transformation and progress in the lives of people with disabilities, fought and ended the abuses of institutionalization, and developed a robust system of community support that provides opportunity, dignity, and integration for people with disabilities. Real progress is being made in New York’s I/DD system—but it’s still fragile.

We are past the point of temporary, short-term fixes. Sustaining that progress requires long-term, reliable funding.

Individuals with intellectual and developmental disabilities deserve uninterrupted care and dependable services—but that stability is not guaranteed without continued investment.

That’s why the final state budget must include a full 4% Targeted Inflationary Increase (TII) to support providers, strengthen the workforce, and protect the gains we’ve made.

We’ve come too far to lose momentum. Let’s make the I/DD community a true priority.

We would like to give a public shoutout to Anissa and Sharon from the Marriott Syracuse Downtown for going above and beyond their already phenomenal customer service!

During our Achievement Awards Gala, Sharon heard our Person of the Year, Joe Vaccaro, saying he has a dream of going to Hershey Park. Sharon asked Anissa if there was something they could do to help make that happen. Anissa contacted AHL Hockey Team, the Hershey Bears, (who stay at the hotel when they're in town to play Syracuse Crunch) and asked if they could help. The team came through and secured tickets to Hershey Park for Joe! Anissa and Sharon paid a visit to our administrative offices today to present the tickets to Joe yesterday, along with a backpack full of goodies for his trip!

Ladies, we simply cannot thank you enough for helping Joe's dream come true and for your kindness and generosity! 🥰

For thousands of New Yorkers with intellectual and developmental disabilities, support services aren’t optional—they’re essential to daily life.

From accessing healthcare to living independently, these services make everything possible.

But without adequate funding, those supports are at risk.

As the state finalizes its budget, a 4% Targeted Inflationary Increase (TII) is critical to keep programs strong, support the workforce, and ensure people continue to receive the care they rely on.

Real progress is being made—but it’s still fragile.

Recent investments have helped strengthen New York’s I/DD system, supporting providers, stabilizing the workforce, and improving services for the people who rely on them.

But the system is still playing catch-up.

Over the past five years:
📈 Inflation has risen 23.7%
📉 Service rates have increased just 15.8%

That gap continues to put pressure on providers and threatens the stability we’ve worked hard to rebuild.

A full 4% Targeted Inflationary Increase (TII) is a critical step to protect this progress, support the workforce, and ensure services remain strong.
