Alignment across healthcare, transportation, and operations is no longer optional—it is becoming foundational to how systems function.

This week, NEMTAC participated in two national convenings focused on that intersection:
* The 𝗡𝗮𝘁𝗶𝗼𝗻𝗮𝗹 𝗔𝘀𝘀𝗼𝗰𝗶𝗮𝘁𝗶𝗼𝗻 𝗼𝗳 𝗠𝗼𝗯𝗶𝗹𝗲 𝗜𝗻𝘁𝗲𝗴𝗿𝗮𝘁𝗲𝗱 𝗛𝗲𝗮𝗹𝘁𝗵𝗰𝗮𝗿𝗲 (𝗠𝗜𝗛) 𝗣𝗿𝗼𝘃𝗶𝗱𝗲𝗿𝘀 𝗦𝘂𝗺𝗺𝗶𝘁, where discussions centered on care coordination, alternative response models, and the role of transportation in supporting access and system efficiency
* The 𝗔𝗡𝗦𝗜 𝗚𝗹𝗼𝗯𝗮𝗹 𝗦𝘁𝗮𝗻𝗱𝗮𝗿𝗱𝗶𝘇𝗮𝘁𝗶𝗼𝗻 𝗖𝗼𝗻𝗳𝗲𝗿𝗲𝗻𝗰𝗲, engaging with standards development organizations and industry leaders on how voluntary consensus standards support interoperability, system alignment, and innovation

A consistent theme across both events:
Systems are increasingly expected to operate as connected environments—not isolated functions.

These discussions continue to inform NEMTAC’s ongoing standards development work, particularly in:
* Levels of service and appropriate mode of transport
* Data exchange and interoperability
* Passenger verification and system accountability

𝗛𝗲𝗮𝗹𝘁𝗵𝗰𝗮𝗿𝗲 𝘀𝘆𝘀𝘁𝗲𝗺𝘀 𝗮𝗿𝗲 𝗼𝗳𝘁𝗲𝗻 𝗱𝗲𝘀𝗶𝗴𝗻𝗲𝗱 𝗳𝗼𝗿 𝗺𝗼𝘃𝗲𝗺𝗲𝗻𝘁—n𝗼𝘁 𝗳𝗼𝗿 𝗰𝗼𝗻𝘁𝗶𝗻𝘂𝗶𝘁𝘆 𝗼𝗳 𝗰𝗮𝗿𝗲.

Transportation hubs, transfer points, and mode changes are designed to move individuals efficiently between services.

Bus to rail. Rail to taxi or transportation network company (TNC). TNC to other transportation services.

For many, that model is sufficient.

But for individuals who require assistance, the system does not end at the curb.

In non-emergency medical transportation (NEMT), duty of care extends beyond a single trip. It includes ensuring that handoffs between transportation services are completed safely, correctly, and with the appropriate level of support.

When systems are designed without accounting for these realities, responsibility becomes fragmented.

And when responsibility is fragmented, risk increases—for passengers, providers, and the broader healthcare system.

Designing for movement is not enough.

Systems must also be designed for continuity of care.

That responsibility extends across:

* Delivery to the correct location, at the correct time

When duty of care is clearly defined and consistently applied, transportation supports positive outcomes.

When it is not, risk increases—for passengers, providers, and the broader healthcare system.

It is not simply a ride. It is not a vendor service. It is not interchangeable with general transportation.

NEMT is a coordinated component of healthcare delivery—supporting access to medically necessary care across Medicaid, Medicare Advantage, and other programs.

It operates at the intersection of:
* Healthcare access
* Transportation logistics
* Regulatory oversight
* Network management

When viewed correctly, NEMT is not peripheral to the system—it is part of the system.
