Gibson County Recovery Court is a specialty court, presided over by the Honorable Judge Bradley Owens to assist those justice-involved offenders with alcohol and drug related criminal offenses that are struggling with addiction. “All notices, information pamphlets, press releases, research reports, signs, and similar public notices prepared and released by the Grantee in relation to this Grant Contract shall include the statement, “This project is funded under a Grant Contract with the State of Tennessee, Department of Mental Health and Substance Abuse Services.” All notices by the Grantee in relation to this Grant Contract shall be approved by the State.”

Invitation to Recovery Court Graduation

You’re invited to celebrate something that truly matters.

On Monday, December 15th at 5:00 pm, we’ll gather in the Trenton General Sessions Courtroom for our next Gibson County Recovery Court Graduation.

Three of our participants — Patsy Brown, Mercedes Mays, and Joshua McMillin — have put in the hard work it takes to change their lives. They’ve shown discipline, humility, honesty, and courage when it counted most.

Graduation isn’t the finish line. It’s the moment we stop and honor how far they’ve come… and remind them that they’re not walking the next steps alone.

Today was a good day in Gibson County Recovery Court. Gibson County Recovery Court

We got to celebrate three people who refused to quit — Randall Smith, Stacey Mitchell, and Blaire McCaskill.

These aren’t just certificates. They represent hard choices, late-night battles, honest self-reflection, and the courage to keep walking when the easy thing would’ve been turning back.

Each of them showed grit. Each of them showed heart. And each of them is proving that change is possible when you stay committed to the process.

The Gibson County Recovery Court is grateful this Thanksgiving. Gibson County Recovery Court

Today our team delivered Thanksgiving food baskets — complete with a turkey — to every participant in the program. It’s more than a meal… it’s a reminder that people can rebuild, restart, and move forward with dignity.

A huge thank-you to the Tennessee Department of Mental Health & Substance Abuse Services for the grant funding and for believing in the work happening here in Gibson County. Their support helps us make sure our participants not only get treatment, but also feel seen and supported during the holidays.

Recovery is hard. Holidays can be harder. But nobody walks this road alone — not in Gibson County.

Angie Partee

I started working for the General Sessions Judge in 2000. We started the Gibson County Recovery Court in 2003. So, I wore two hats, Judge’s Office Administrator and Recovery Court Coordinator. I so enjoyed working with the participants in Recovery Court. Seeing the transformation of the participants and watching them better themselves to be successful, productive citizens again was the most rewarding of all. I felt like we were a “family” and I grew close to all of the participants.
I worked with 3 different Judges with Recovery Court. In 2016 I resigned as Recovery Court Coordinator due to health concerns. After resigning, I continued to work behind the scenes with Recovery Court and in 2022 I joined the Recovery Court team as a volunteer. Under new leadership, our Recovery County is on track and thriving. I am happy to be back with my “family”.

#21 - Gibson County is set to establish the states 21st Certified Mental Health Court! General Sessions Court - Gibson County TN

We’re excited about Gibson County’s upcoming resolution to establish a Certified Mental Health Court.

The County Commission will vote on the resolution this Monday. If approved, the Mental Health Court will officially begin December 1, 2025 — offering new opportunities for treatment and accountability for those struggling with mental health challenges.

Another step forward for Gibson County. 💙

The Gibson County Mental Health Court will provide an alternative path for non-violent offenders whose crimes are linked to mental health challenges. Instead of relying solely on jail time, the court connects participants to treatment, counseling, and consistent judicial supervision. Each person in the program works with a multidisciplinary team that may include a judge, probation officer, case manager, and mental health professionals.

The goal is twofold: to hold participants accountable and to give them the tools and support to manage their illness, avoid re-offending, and rebuild their lives. Regular court check-ins, treatment progress reviews, and incentives for compliance replace the old “one-size-fits-all” justice approach.

By combining structure with compassion, the Mental Health Court seeks to reduce recidivism, improve public safety, and use taxpayer resources more effectively. It reflects a growing recognition that many people in the criminal justice system need treatment and stability more than punishment.

If approved by the County Commission, Gibson County’s Certified Mental Health Court will officially launch on December 1, 2025, becoming a key part of the county’s broader commitment to recovery, rehabilitation, and second chances.

This is the only mental health court between Nashville and Memphis at the General Sessions level other than the provided by the City of Jackson!

📚 Upcoming Training For Any and All Law Enforcement in Gibson County: Understanding Orders of Protection in Tennessee

I’ll be conducting a free training session on Tennessee’s Order of Protection laws — explaining what an Order of Protection is, what it does, and the legal requirements for obtaining one.

We’ll walk through the process step by step — from filing and notice, to hearings and enforcement — and discuss how these important cases are handled in court. The goal is to strengthen understanding and consistency in how victims are protected and how officers apply the law in real-world situations.

This training is open to all law enforcement officers within Gibson County and is free of charge.
