Catalina In-Home Services Catalina In-Home Services is the premiere home care provider in Southern Arizona. In 1981, Judy Clinco, RN realized her mother Helen needed special support.

Helen was gradually becoming forgetful and frail, yet wanted to continue living independently. To stay at home, Helen needed professional structure, coordinated care, and caregivers equipped to address her specific needs. There were no providers in Tucson who could meet Judy’s standard of excellence, so she founded Catalina and developed the Catalina Care Model to serve her mother and her community. In every aspect of its function, Catalina is committed to client well being, and delivers care with the same quality and respect that Judy sought for her own mom. As advocates for both consumers and workers, Catalina has promoted legislation that improves working conditions for caregivers, supported caregiver training opportunities in Tucson, and participated in local and national conversations on home care, aging in place, and quality of life for seniors. Catalina continues in its mission to set the standard for excellence for home care available in our community and we plan to continue serving the greater Tucson region long into the future.

THE NEW AGING:

The need for home care services is rising and only becoming more critical. When we look at some of the following statistics from the Population Reference Bureau we can see why. The current growth of the population ages 65 and older —those born between 1946 and 1964—is unprecedented in U.S. history.

Demographic Shifts:

The number of Americans ages 65 and older is projected to increase from 58 million in 2022 to 82 million by 2050 (a 47% increase).

U.S population is older today than it has ever been. Between 1980 and 2022, the median age of the population increased from 30.0 to 38.9.

The older population is becoming more racially and ethnically diverse. Between 2022 and 2050 the older population that identifies as non-Hispanic white is projected to drop from 75% to 60%.

Positive Developments:

Education levels are increasing. Among people ages 65 and older in 1965, only 5% had completed four years of college or more. By 2023, it had risen to 33%.

Older adults are working longer. By 2022, 24% of men and about 15% of women ages 65 and older were in the labor force.
The poverty rate for Americans ages 65 and older has dropped sharply during the past 50 years, from nearly 30% in 1966 to 10% today.

More older adults can meet their daily care needs. Older adults are functioning better on their own, and a shrinking share are living in nursing homes and assisted living settings than a decade ago. Home modifications and assistive devices such as walkers have helped older Americans maintain their independence. ( I am adding here that good home care services can make a huge difference between staying at home and needing to move to a facility.).

Challenges:

Gains in life expectancy recently stalled. U.S. life expectancy at birth declined by 2.4 years between 2019 and 2021.11 The drop in life expectancy was driven largely by the COVID-19 pandemic, but deaths from drug overdoses, heart disease, chronic liver disease and cirrhosis, and su***de also played a role.

Obesity prevalence among older Americans has increased at an alarming rate. In a single generation—between 1988-1994 and 2015-2018— adults ages 65 and older with obesity nearly doubled, increasing from 22% to 40%.

Wide economic disparities are found across different population subgroups. Among adults ages 65 and older, 17% and 18% of those identifying as Latino and African American, respectively, lived in poverty in 2022—more than twice the rate of those who identified as non-Hispanic white (8%).

More older adults are divorced. The share of divorced women ages 65 and older increased from 3% in 1980 to 15% in 2023, and for men from 4% to 12%.

More older women are living alone. Over one-fourth (27%) of women ages 65 to 74 lived alone in 2023. This share jumped to 39% among women ages 75 to 84, and to 50% among women ages 85 and older.

Older Americans face a caregiving gap, especially those with lower incomes and dementia. Demand for elder care is expected to increase sharply with a rise in the number of Americans living with Alzheimer’s disease, which could more than double by 2050 to 13 million, from 6 million today.

Social Security and Medicare expenditures will increase. Federal budget cuts and tax increases may be inevitable as more members of the large baby boom cohort reach retirement age and become eligible for entitlement programs.

The Enduring Vision of Judy Clinco

This month marks one year since the passing of our founder, Judy Clinco—a woman whose vision and advocacy reshaped the meaning of care in Tucson and across the nation.

When Judy founded Catalina In-Home Services in 1981, home care was still in its infancy. She recognized the profound gap between the quality of care families needed and the fragmented system that existed to provide it. From that insight came a lifelong mission: to set a new standard for home care in Tucson, to build a company defined by excellence and compassion, and to professionalize caregiving so that those who dedicate their lives to caring for others are honored and supported.

Judy became a national voice for the home care profession. Through her work with associations, conferences, and policy initiatives, she championed the idea that caregiving is both an essential service and a respected vocation. Her advocacy helped shape programs that now support families seeking personal care, companion care, and Alzheimer’s & dementia care throughout Tucson and surrounding neighborhoods like the Catalina Foothills, Pima Canyon, and Colonial Solana.

Today, Judy’s legacy guides every decision we make. Under the leadership of Sue Otis, Briggs Clinco, and myself, we remain steadfast in upholding her vision—to support our employees, honor the dignity of our clients, and ensure that caregivers are seen, valued, and celebrated.

Catalina stands as a model for what Judy believed possible: an organization where professionalism and empathy coexist, where caregivers thrive, and where families can rely on trusted care—whether they need short-term support or 24-hour home care.
As we honor the first anniversary of her passing, we celebrate the mission she started. Her voice continues to echo in every home visit, every act of kindness, and every moment of comfort offered by a professional caregiver.

"I have been associated with Catalina In- Home Services in different ways for over 40 years. After being the Director of Nursing, Director of Human Resources, and Director of Education I feel like I really can speak to the quality of in-home nursing services we deliver. Friends and friends of friends know that I have connections with Catalina. So, when people are considering needing support with a loved one in the home I get asked what I would suggest. I am used to responding with recommending Catalina because of their integrity, quality of service, and dedication to improving the clients’ lives.

Recently, I was just asked why someone would want to work for Catalina Home Services. A caregiver an acquaintance referred to me had recently moved to Arizona and was wanting to know how to get into home care here. I found myself being enthusiastic about how Catalina treats their caregivers. I have written past blogs about the different awards Catalina has received for their service over the years. One aspect that they have also wont recognition for is how amazing they are in taking care of their caregivers. I explained about the benefits Catalina provides to caregivers that most services in the country do not provide. Also, I talked about how they go over the top to provide holiday parties, gifts, recognition and awards to their caregivers. Many times people who have worked for Catalina for years tell me it’s the first place they’ve ever worked where they felt like someone “had their back’. We are one of the few services in Tucson that has a nurse on call 24/7 to support our caregivers and clients.

Here I am in my ’70s, supposedly retired. However, I can’t resist helping out at such a remarkable workplace. It’s not just about the wonderful service Catalina provides to elders. It’s also about all the staff and the caregivers who are so dedicated and committed to providing the service. I feel very privileged to be part of the team."

At Catalina In-Home Services we want to promote respect, dignity and compassion by training our caregivers to follow the philosophy of anti-ageism. If you’re an older adult, or have a strong relationship with one, you probably have witnessed ageism in either subtle or direct ways. One way may be that the healthcare provider you took your dad to spoke directly to you and not to him. Maybe as a caregiver you do too much for your loved one that robs them of their independence. We are careful to train our caregivers not to call their clients “ honey” or “sweetie”. Also, not to use a sing-songy voice or talk loud just assuming that the person is hard of hearing. We also let them know the actual capabilities of the client so that they can allow them to do as many tasks as possible themselves.

Quoting from an article by Corecubed, 82% of older Americans stated that they regularly experience ageism. Labeling someone or pigeon-holing them into a stereotype because of their age limits their competence and who they really are.

Our Catalina staff emphasizes that the clients are individuals, real people. We want our clients to have the best quality of life possible, and that means getting to know them as a person and creating conversations that are relevant and respectful of their experiences.

It may take more time and more patience to allow the client to button their shirt or feed themselves, but it is necessary to promote independence. If you look carefully at our website the images we use to portray older adults show them as vital, interesting individuals. As an active 73 year old, I can relate to the importance of being seen and treated as a high functioning and contributing member of society.
