Medicaid Enrollment Is Down — But Spending Keeps Rising

Medicaid enrollment declined 7.6% in FY 2025 and is projected to grow just 0.2% in FY 2026.
Yet overall Medicaid spending continues to climb, with growth of 8.6% this year and 7.9% expected in FY 2026.
