Consumer Directed Services (CDS) is a Missouri Medicaid program designed to help adults with physical disabilities live independently in their homes and communities rather than in institutional settings
CDS services are funded primarily through Medicaid (MO HealthNet). The person requesting services must have active Missouri Medicaid.
CDS covers a wide range of in-home services, including:
a. Personal care: bathing, grooming, dressing, toileting, mobility assistance, and medication reminders.
b. Housekeeping: cleaning, laundry, bed linens, and trash removal.
c. Meal support: preparation and assistance with eating.
d. Transportation: essential errands.
To qualify for CDS in Missouri applicants must:
a. Be 18 years or older and a Missouri resident.
b. Be Medicaid-eligible (MO HealthNet), meeting income and asset
c. Have a physical disability that significantly limits daily activities and requires assistance at a level comparable to nursing home care.
d. Be capable of self-directing care, including hiring, supervising, and managing caregivers.
e. Require a nursing facility level of care but wish to remain in their home.
Enrollment and Process: Applicants undergo a needs assessment by the Missouri Department of Health & Senior Services (DHSS) or its designee to determine eligibility and develop a personalized care plan.

3. Care Plan Development: A personalized plan is created detailing required services and hours.
Hiring Caregivers:
a. Consumers select caregivers who must pass background checks and meet employment requirements. Caregiver wages are $15 per hour, billed in 15-minute increments.
b. Caregivers cannot be spouses or legal guardians, but can be other family members or friends Benefits:
