Site-neutral payment reform has long been a top NABIP priority because of its direct impact on employer-sponsored coverage.

In multiple comment letters, NABIP has warned that consolidation-driven pricing and uneven payment policies fuel higher healthcare costs that are ultimately passed on to employers and employees through rising premiums.

By strengthening Medicare site-neutral payment policies in this package, Congress addressed a key cost driver across the healthcare system. Protecting these reforms from erosion will be critical.

NABIP’s Capitol Conference is where this advocacy continues. Members will take these issues directly to Capitol Hill and press lawmakers to enforce site-neutral policies that promote fair pricing and protect employer coverage.

The spending package includes important Medicare provisions that reflect concerns NABIP has consistently raised through comment letters and regulatory engagement.

By improving oversight and accuracy of Medicare Advantage provider directories and reinforcing implementation of the No Surprises Act, Congress strengthened protections for beneficiaries and helped reduce unexpected costs and care disruptions.

Ensuring these protections work in practice will depend on continued engagement with policymakers.

PBM reform included in the newly approved spending package is a major step forward for the employer-sponsored market. For years, NABIP has raised concerns in formal comment letters and direct engagement with policymakers about the lack of transparency in PBM practices that drive up prescription drug costs for health plans and leave employers in the dark about how healthcare dollars are spent.

By increasing PBM transparency and requiring prescription drug rebates and related payments to be passed through to health plans, Congress took meaningful action. Ensuring these reforms are implemented as intended will require continued advocacy and oversight.

This is exactly why NABIP members come to Washington. These issues and what comes next for employers will be a central focus at NABIP’s Capitol Conference, where members meet directly with lawmakers to push for accountability and real cost relief.
