๐Ÿ“™NASTAD conducted a survey in which 42 jurisdictions reported on systemwide effects on the public health workforce as it relates to proposed federal budget cuts on health departments.

๐Ÿ’ฒFunding instability threatens program operations and the people who carry them out. Respondents reported widespread concerns about:
- State-level hiring freezes and procurement delays.
- Reduced contractor and subrecipient support.
- Diminished technical assistance and community engagement capacity.
- These conditions mirror longstanding structural vulnerabilities that have hindered the nationโ€™s ability to sustain and retain a skilled public health workforce.

๐Ÿ“™NASTAD'S resource on the impact of federal budget cuts on health departments takes a look at how even modest reductions would result in immediate losses in services, staffing, and surveillance capacity.

๐Ÿ’ฒFor example, viral prevention and surveillance programs are already some of the most underfunded components of the public health system. In this resource, NASTAD conducted a survey with 42 jurisdictions and found that a 50% funding cut would result in:
- Elimination of C testing and hepatitis A and B immunization programs.
- Layoffs of specialized surveillance and data staff.
- Reduced provider training and community outreach.

๐Ÿฉบ This toolkit provides general information for how viral hepatitis staff can provide education, information, and technical assistance on policy decisions within their jurisdictions.

๐Ÿ‘ฉ๐Ÿฝโ€๐Ÿ’ป It is important for governmental public health staff to be familiar with the rules of what is allowed/not allowed in their agencies. Once this is understood, staff can get a lot done! Staff can use this toolkit for its talking points on engaging in policy work, frame policy work around core functions of public health, and understand their agencies' view on certain policy.

๐Ÿ“š NASTAD released a resource on the impact of proposed federal budget cuts on health departments.

๐Ÿ“ NASTAD conducted a jurisdictional impact survey, in which 42 jurisdictions responded, to understand the weight of the potential effects of reductions across prevention and surveillance, viral , the Ryan White HIV/AIDS Program ( ), and overdose prevention programs. The results showed how proposed budget cuts would affect state and local health departments, service delivery systems, and the people they serve.

๐Ÿ’ฒStates will not be able to fill the gap in federal funding... why?
- State revenues are already stretched by rising health care costs and workforce shortages.
- Once staff and contracts are lost, rebuilding capacity can take years, even if funding is restored.
- Many states are subject to balanced budget requirements, and limited discretionary dollars are already allocated to other core responsibilities such as , , or emergency preparedness.

"The threat of significant federal funding cuts to public health programs has created growing uncertainty for state and local health departments. Proposed reductions and/or eliminations to CDCโ€™s prevention and surveillance programs, the Ending the HIV Epidemic (EHE) initiative, the HIV/AIDS Program, and would have far-reaching consequences for public health infrastructure and service delivery.

To understand the scope of these potential impacts, NASTAD conducted a jurisdictional impact survey assessing how health departments would be affected by reductions across HIV prevention and surveillance, viral , Ryan White HIV/AIDS Program ( ), and overdose prevention programs.

NASTAD published an issue brief that summarizes key findings from that survey, illustrating nationwide implications of the proposed cuts and underscoring the critical role of federal funding in sustaining HIV, hepatitis, and related public health programs."

๐Ÿ”ฌ Health Level 7 ( ) feeds are important in transmitting lab data to public health surveillance systems. Sometimes important notes or comments associated with lab hepatitis B and C results can be missed or not used. These important notes can help health departments correctly identify hepatitis cases and decide what actions to take.

โ™ฅ๏ธ This resource is meant to help hepatitis surveillance staff work with their informatics team to find, pull, and include these notes from HL7 lab messages in their surveillance system. Using these lab result notes more effectively can make data more complete, improve how cases are classified, strengthen the Continuum of Care (also called the Care Cascade), and give better information to guide public health programs!
