At yesterday’s House Ways & Means Health Subcommittee hearing, Rep. Claudia Tenney (R-NY)—lead sponsor of the Protecting Access to Ground Ambulance Medical Services Act (H.R. 2232)—powerfully underscored the financial crisis facing EMS systems nationwide.

Here’s what she told the Committee:

“At the hearing members on both sides of the aisle… heard from our ground and air ambulance providers that have not seen a meaningful update to their reimbursement rates in more than 25 years. Over that time, costs for fuel, staffing, technology, and vehicle replacement have increased significantly, yet reimbursement hasn’t kept pace. Unlike many other services, emergency medical services must be ready to respond 24 hours a day, seven days a week. Whether they’re ultimately reimbursed or not is going to be a real problem. It’s also particularly important in rural and suburban areas. This is an urgent issue…”

Her advocacy echoes what EMS leaders across the country experience daily: rising costs, critical staffing challenges, and an unsustainable gap between what it takes to provide lifesaving care and what payers reimburse.

The American Ambulance Association is grateful for Rep. Tenney’s leadership and continued commitment to ensuring that every community—rural, suburban, and urban—can count on timely, high-quality emergency medical response.

CMS finalized a 2.0% Medicare ambulance inflation increase for 2026—derived from rising consumer prices (up 2.7%) and adjusted by a 0.7% productivity factor based on long-term national productivity trends. While not addressing the below-cost reimbursement of providing ambulance services, this yearly update plays an important role in supporting ambulance providers and reinforcing the emergency medical services that protect our communities.
