Carroll Primary Care Welcome to Carroll Primary Care where we provide health care for your entire family! We have a friendly, accommodating and helpful staff.

Carroll Primary Care is a privately owned, multiple physician family practice providing care since 1986. We have two convenient office locations, one in Westminster, MD and one in Eldersburg, MD. We offer same day sick appointments, evening hours, as well as Saturday hours. In addition to family medicine, we offer DOT physicals, Pre-Placement physicals, Drug Testing, and Workers Comp Services. We offer blood draws at both locations. Westminster Office

We have partnered with Vax Care! Beginning August 13th 2025 Medicare patients no longer need to go to the Pharmacy for Vaccines. With this we will be able to administer ALL vaccines regardless of your health insurance with only one exception being Children with Medical Assistance.

Meet our new Doctor in our Eldersburg Location!!!

Dr Ali Khalid is from Silver Spring, Maryland. He attended University of Maryland where he received his B.S in Biochemistry. He completed the basic sciences of medical school in Saba, Netherland Antilles and did his clinicals in New York and Baltimore. Dr. Khalid completed his residency at Detar Hospital in Victoria, Texas. He is board certified in family medicine. He lives with his wife in Howard County and they enjoy traveling, hiking, and cooking.

Matthew is from Ellicott City, MD. He graduated from the University of Maryland, College Park in 2019 with degrees in Public Health Science and Psychology. He worked as a scribe in the ED at BWMC during college and the months before starting PA School. He graduated from Murphy Deming College of Health Sciences in Fishersville, VA in May 2022. He enjoys audiobooks, board games, and spending time with friends and family.

Richa Sabu is from Ellicott City, MD (but also has roots from the UAE and India). She received her bachelor’s degree from University of Maryland Baltimore County (UMBC) in December 2017 with a major in Biology and a minor in Psychology. Later on she attended Chatham University in Pittsburgh where she received her Master’s in Physician Assistant Studies (MPAS) in 2021. She enjoys spending time with her family and friends as well as traveling, dancing, hiking, watching movies and trying new food.

Quiana Winkler earned her MSN from Walden University. She began her nursing career 14 years ago after earning her BSN from Alderson Broaddus University in Philippi, WV. Originally from Baltimore, MD she spent half her life in West Virginia where she grew to love the WVU Mountaineers. She resides in Owings Mills with her husband and three children.
