Sexual Assault Help Center

Sexual Assault Help Center SAHC provides advocacy services for victims of sexual violence in northern West Virginia.

The Sexual Assault Help Center is currently in its 44th year of providing services to victims of sexual assault/violence. What began as a one-person agency has evolved into a paid professional staff and a group of volunteers who are dedicated, trained and qualified. These individuals provide a 24 hour a day, 365-days a year crisis toll-free victim hotline. Victim services include

- crisis intervention (phone and person to person);
- information, referrals (legal, medical, psychological, police and protection services
- assistance in completing victim’s compensation filing
- case consultation with other service providers including follow-up advocacy for primary and secondary victims
- supportive counseling
- support groups
- volunteer advocacy
- information programs on services offered and issues related to sexual violence
- Community outreach and prevention programming for schools, businesses, organizations, individuals and families

The Sexual Assault Help Center is unique and provides services for sexual assault primary and secondary victims. These specific services are not duplicated in our service area and are therefore greatly needed, recognized, and utilized. There is no other rape crisis center in the Northern Panhandle of West Virginia. For the future and health of our community, we must continue to respond to these growing needs related to sexual violence in a supportive and proactive manner in the Ohio Valley.

Each April, the Ohio County Partners in Prevention Team recognizes individuals who go above and beyond for the children and families of our community as part of the commemoration of April as Family Strengthening and Child Abuse Prevention Month. This year, we are honored to announce the 2026 Deborah Doleski Allen Champion of Children Award Recipients:

SHELLY MILLER — Before most of us are awake, Shelly is already at Hil-Dar welcoming kids with breakfast, warm jackets, and a listening ear. Through her constant collaboration with Elm Grove Elementary and the Ohio County Family Resource Network, she has helped make the Ready, Set, School program the success it is. She makes sure children arrive at school fed, warm, and ready to learn. Shelly demonstrates the power of a caring adult and the impact wrapping around families has. No matter Shelly's role, she is ready to work together to meet people where they are and help them thrive.

AMY & MIKE MURPHY — Amy teaches special education at Bridge Street Middle School. Mike is a safety coordinator at MPLX. When floods devastated the Triadelphia and Valley Grove area in June 2025, they spent 8–10 hours a day, for many days, delivering supplies, digging out homes, and checking on Amy's students and their families. Mike secured heavy equipment to clear debris. Amy mobilized donations and kept people connected. She captured it simply: "Today I just let people talk… tell me their story… and Murph is still at it with the dump truck."

TERESA RICHMOND — Teresa leads Sexual Assault Response Teams, building the coordinated protocols that ensure children receive trauma-informed care when they need it most. She also created "Empowered," a prevention curriculum that gives teenagers practical tools around consent, boundaries, and healthy relationships. She works on both prevention and response, lending her expertise wherever and whenever it is needed.

Nominated by community members and selected by the Ohio County Partners in Prevention Team, this award was established in memory of Deb Allen, longtime Executive Director of the Ohio County Family Resource Network and a tireless advocate for children and families in our region.
