"But that’s the quandary of cremation in Washington these days: Old machines, permitted decades ago, are grandfathered in, good to go as long as they’ll run. But securing permits for new machines, which run cleaner and faster (which means less natural gas consumption), can take years."

Funeral homes own top-of-the-line cremation machines. In some cases, they just can't use them yet. Securing permits for machines that are newer (also faster, and cleaner) has been a problem.
