In recognition of Women’s History Month and this year’s theme, Leading the Change: Women Shaping a Sustainable Future, we are proud to highlight Jessica Finan, Case Management Program Supervisor at the Delaware HIV Consortium.
Jessica’s leadership plays a vital role in strengthening access to care for people living with HIV across Delaware. Through her work in HIV medical case management, she ensures that clients receive the support, coordination, and services they need not only in moments of crisis but throughout their long-term care journey. Her commitment to client-centered care, collaborative partnerships, and high-quality program oversight helps build stronger systems that support health equity and stability for vulnerable communities.
Jessica’s career reflects the power of women’s leadership in public health. With experience in nonprofit leadership, grant development, and program innovation, she shows how strategic vision and compassion can improve service delivery and expand opportunities for those most in need.

Yesterday, our team had the opportunity to attend the Pathways to Thriving Summit here in Delaware, and it was a powerful reminder of what it truly takes to build healthier, more resilient communities.
The conversations centered on something we see every day in our work: health does not exist in isolation. It is shaped by housing, access to care, behavioral health, community support, and systems that either enable or limit opportunity.
We are incredibly proud of our team for continuously showing up, learning, and bringing these insights back into the work we do every day at the Delaware HIV Consortium.

March 10 marks the 20th National Women and Girls HIV/AIDS Awareness Day.
Women and girls continue to play a critical role in advancing prevention, supporting families, leading communities, and advocating for equitable access to care. At the same time, many still face barriers, including stigma, limited access to services, and social and economic challenges that increase vulnerability to HIV.
Celebrating women and girls also means committing to stronger prevention, better access to testing and treatment, and ensuring every woman and girl has the knowledge and resources to protect her health.

Delaware’s HIV landscape is shifting. New HIV diagnoses have steadily increased since 2020, while federal prevention funding has declined sharply. At the same time, housing instability, behavioral health needs, and access gaps continue to weaken outcomes. These are not isolated challenges. They are systems issues that require structural solutions.

Our new 2026-2027 agenda aligns fiscal responsibility with public health impact. Delaware has the opportunity to lead with clarity, coordination, and long-term vision.

Today, DHC's Executive Director, Tyler Berl, urged the Joint Finance Committee to make a smart fiscal decision in the FY27 Public Health budget.
Last year, Delaware recorded 119 new HIV diagnoses while federal prevention funding continued to decline. When prevention capacity weakens, long-term public costs rise.
The CDC estimates the lifetime cost of treating one person with HIV at approximately $550,000, largely borne by Medicaid and other public systems.
If Delaware reduces new infections by just 10 percent, roughly 12 cases per year, the state avoids about $6 million in long-term medical costs for every year that reduction is sustained.
We requested a $2 to $3.5 million General Fund investment to build a clear HIV prevention and care continuum. This would expand routine testing, scale PrEP access, strengthen re-engagement in care, and support proven interventions that prevent late-stage diagnoses.
In a constrained-budget year, this is a rare opportunity: a modest investment today prevents a permanent obligation tomorrow.
Prevention is not optional. It is fiscal responsibility.

This weekend in Florida, emergency changes to the state’s AIDS Drug Assistance Program reportedly put access to HIV medications at risk for thousands of people.
When we speak about HIV funding, we are not debating line items. We are talking about whether people can access life-saving medication, maintain viral suppression, and live healthy, stable lives.
Interruptions in treatment lead to worsening health, increased transmission risk, and long-term costs that far exceed the investment required to sustain care.
Stable HIV funding protects lives. Policy decisions matter. And silence is not neutral.
