'Take for example the unfair and forced circumstances of Chase Macias a current inmate who has been a victim of violence and battery while incarcerated locally. He was hit over and over again and experienced a significant amount of pain as result of his mental illness which causes him to experience a significantly less than average/normal ability to remember things. There is a practice by inmates in both the city and county jails wherein you are instructed by other inmates through intimidation/threat (threat of being hit) to not flush the toilet while meals are being eaten. I have even witnessed such activities in both the city and county jails, so I can testify to the fact and reality of such occurring. And as a matter of fact, my experiences of having been locked up occasionally locally have covered decades–so I can testify to the continuous occurrence of such, so as to dispel the notion of such being a new or uncommon thing....'

So let’s get the names of the people up here from that chain email so we can clearly see who they are. The prosecutor states through poor grammar—and as a prosecutor you would expect this man to at least have average grammatical skills- right- being he’s head prosecutor.

“I want to formalize our collective response to your emails and request that you believe should happen immediately.”

We are left to conclude he’s talking about those named below.

Now here is the thing–why is he lying about what I want before this question (if that’s what he meant anyway) and why is he the one asking the questions on behalf of all these individuals?
Was he engaged in this while working? It would seem like he would be too busy for this.
His job title has nothing to do with the issue and his responsibilities as prosecutor has nothing to do with it at all. So again why is he the one representing these people and asking me questions? He should not have been involved in this situation at all. He’s a prosecutor.

Seems like as a prosecutor he would have asked first before accusing me of things, but instead he lies first and then asks this question later. There’s no question mark at the end of the sentence so I’m not certain it’s even a question. Why is this guy even involved? This is an unavoidable problem with this whole scenario. I sent email requests and notifications to city counsel, the commissioners office, the superior courts, the doc, and the prosecuting attorneys office. Not one of them called me and asked what I wanted specifically and none of them asked me to meet with them. How is all that skipped and why is he the one running the show/

Truth is I knew something was going to happen today because this morning request I believed would make something happen. I emailed my father this morning and I said “I’m not only going for the gold—but I’m going to make them believe I’m going for the fools gold as well–and I just might. What I meant was that not was I going to stop them from sending the mentally ill to the DOC but that I was also going to make the DOC send those already there back. So I was playing double jeopardy with the system. I knew that would be the fastest way to get a response and they responded as fast as I anticipated—though I did not expect the prosecutor to be the one to respond to my request on behalf of other officials. This is the email below.

‘At this time, I'm not only requesting that Yakima county stop sending such individuals to the prisons---I'm also requesting that Yakima county in cooperation with the DOC initiate a return protocol of all of such individuals back to Yakima county. I have initiated contact with the DOC and am further requesting they stop accepting such individuals and that they initiate a return protocol for all of such individuals back to their counties of origin. This is going to be an all-inclusive thing.’

They were baited and they took the bait. However, I decided and committed to going for the fools gold—even before their response—and I’m going too. I’m actually not stopping what I’m doing until I see a response sufficient to make it clear something is already happening.

My last responses covered enough of the issue I believe to raise suspicion about how and why they went about it the way they did. There is lying, intimidation, lack of proper protocol, lack of response from those appropriate to ask such relevant questions, there is cross system gang up mentality, there is people involved I don’t know who they are, I believe it placed in an unfair and unsafe position, I think using the prosecutor was an attempt at intimidation, there is secret sharing of information. Thus, I believe all this combined makes it clear these people have been conspiring and have been communicating behind my back, rather than the officials dealing with me directly themselves.

And why would that be? I believe only an investigation from an external entity can get to the bottom of this. To start I’ve sent an email to city counsel requesting the prosecutors removal pending an investigation and have requested an emergency meeting of city counsel immediately to begin to deal with this. These people can’t and shouldn’t be allowed to skip due process, they should not be passing the buck, and they should not be allowed to gang up on everyday citizens fighting for what they believe. I believe such could and should be construed as crime. And hence my reasoning for calling for an investigation in this situation. If the city council does not respond or act I suppose one might draw other conclusions as well. Playing double jeopardy is not a crime–however, I do believe conspiracy is. I do not think there is any way out of this for the prosecutor or those named in that email. They should all be fired or step down honorably from their positions.

That’s it for the night and we’ll see next week what happens with this issue.

Further response to the prosecuting attorneys office and those in the chain.

I'm requesting the drafting of a new medically oriented system away from the DOC (ultimately the jails--too)---where they currently are--- and have been entrapped---in a state of constant and imminent Endangerment Mr. Prosecutor. That's what I want and I'd like the higher ups to start on that ell-pronto. Perhaps you should have asked me what I wanted--but the truth is your just a prosecutor and are not necessarily privy to all the saliant details of what I'd like done. Maybe you should have asked Mr. Prosecutor before you accused me of what you've accused me of. Ur self-stated certainty on my position therefore is a lie and or deception of inference. As a man who deals in facts you should have requested to know what I wanted before you accused me of such. Just because u don't know what I want doesn't mean you can accuse of something that's not true. Before you or anyone else attacks me collectively u might have wanted to ask. But like I said I don't have tell you really anything Mr. Prosecutor and I believe this cross-system collectivism should not be allowed (and it very well may be a crime). I don't believe the commissioners or their department/s should be telling you anything about my emails to them and what I want or don't want. Unless I was committing a crime. Lack of facts does not legitimize a false and fraudulent and deceptive inference ---again a man of facts should have known better. You lied and committed an attempt at slander. Perhaps the commissioners if they were not clear on what I wanted should have talked to me themselves. I'm still trying to figure out how and why you were apparently chosen to be speaker on behalf of the commissioners. There was no crime or suspected crime or accused crime. I don't believe a protocol was used in this situation that was proper or even legal. Attack before asking questions seem thuggish and to be like an act or acts of intimidation and harassment and slander. Again, I'm trying to figure out why you were chosen to deal with this issue on others behaves. Perhaps it was assumed by the rest and yourself that your title carries or establishes something more than theirs. The only reason I can think of for such as you being chosen is that your title is assumed to carry with it some measure of intimidation which you or the others wanted to project. At this time again I'm requesting you step down from your position Mr. Brusic and that the rest explain why u were chosen in a non-criminal matter and situation to deal with me and this issue. You told me to direct my efforts elsewhere but yet elsewhere brought you to me. That's contrary to logic and seems suspicious and questionable. I guess we'll have to ask them why? Therefore, since you speak on every one's behalf. I'm requesting a meeting with commissioners and others to answer these questions and i'm gonna be requesting an investigation of it. A lie is still a lie and a deception is still a deception irrespective of if it's based on inference or fact. The underlying intent of this situation and scenario and how this was handled needs to be determined and established I believe.

If you read my first post on this site I state:

"I don't have all the answers yet but believe a new system for the mentally ill will need to be created--including new housing and medical facility's outside of or away from the Department of Correction current prisons." And I've already requested such from the higher up. It does not take a brainiac to know that such individuals should not be housed with the general population...and that such a current way of doing things entraps them in a situation/s of imminent danger.

The criminal justice system here in Yakima County is fully functioning and a complicated process that has many protections in it for individuals that may or may not be suffering from mental illness. We all work very hard to protect the rights of every resident here in Yakima County. We strive to be always fair and reasonable. We, and especially I, simply cannot stop this process because you request it.

If you feel there is any injustice in this process, please work hard to change it at the legislative level. Assisting your legislators in understanding your position could lead to a change in the law which we then would interpret and enforce accordingly.

Though you may still feel the need to email, I would suggest that you exert your energy elsewhere. We are not going to stop our respective responsibilities here in Yakima County in our criminal justice system simply at your urgent request.”

I am currently drafting the nomenclature and criteria and definitions associated with my reasoning for requesting a system wide pause and a permanent stopping in the handing of the mentally ill over to the Department Of Corrections—-and it’s coming along easier and faster than anticipated. By the beginning of next week I should be able to establish reason and cause and establish definitions and nomenclature sufficient to justify what I’m stating needs to be done. After that I believe the whole issue will be determined as a fore drawn conclusion, and don’t think any individual, group, or organization, or any local, state, or federal agency will be able to argue or stand against me. The time for action and change is in the here and now, rather than the potential actions and potential changes of some distant uncertain future tomorrows.

Notification of request for a system wide pause

As you know, there are lots of mentally ill people that, because of their mental illnesses, are enduring a harsher punishment in the system than the rest of the general prison population—especially those with major and severe mental illnesses. I believe that as a result of this something has to be done quickly, and that something needs to be done that’s significant.

I’m letting you know I’m prepared to take this issue on because I care about my brother and the rest, and don’t want him or them to ever have to endure an increased punishment — that is, as a result of his and their mental illnesses and the emergence of their repetitive symptomatics. Because of his and their severe mental illnesses he and they as they age will stand a greater chance of going back and forth to prison, and I’d assume that many of them will even get sicker as they age. Making them even more prone to being arrested and ultimately becoming victims of a system through which, they are exposed to acts of abuse, negligence, violence, intimidation, harassment, r**e, and being taken advantage of and more, and which I can argue is the result of these individuals being placed into a situation/s of Imminent Endangerment.

So I believe from this point forward that any mentally ill person in a jail or the Doc who is injured or treated harshly—that the responsibility of such should fall on those who had the power to act and change things–including the judges and the commissioners--but who have not. But rather have engaged in placing them---or entrapping them (the mentally ill) into situation/s of imminent endangerment.

So listen, some of you know me but most of you don't. That does not matter. I have initiated contact with CJC, the Department of Justice, the Yakima Prosecuting Attorney's Office, the Superior Courts of Yakima and the State of Washington, and the Yakima City Counsel with respect to my request that all agencies applicable stop handing the mentally ill over to the Department of Correction for imprisonment. My reasoning for such is that it places such individuals into state of 'Imminent Endangerment'. Endangerment removes the necessity of direct threat and places the burden of cause back upon the system. I don't have all the answers yet but believe a new system for the mentally ill will need to be created--including new housing and medical facility's outside of or away from the Department of Correction current prisons. My request to you is that any of you who know any (current or previously) incarcerated individuals who have mental illness and who have been treated badly, or who have been picked on, or who are suffering any type of increased punishment, or pain, or suffering as a result of their mental illness, please send me yours and/or their stories. The more experiences I'm able to share the more likely I will be in forcing some kind of a change. I want horror stories of pain and suffering, examples of intimidation by other inmates, abuse, theft, being used or taken advantage of. Any thing that might cause the mentally ill to have an increased form of punishment over the general population, isolation, mockery, r**e excetra. Send me it all and please disperse this page through your face-books by liking this page and using all other means of dispersion. Which side of history will you be on when all is said and done? If you will help me, we can and we will, force some kind of system wide change in bettering the conditions of their incarceration. This is not a joke and is about as serious as it gets. I just need for them to hear the voices of the people. This will be how we force change. I'm asking you to help. Lawyers and legal representatives are especially welcome. I believe I can and will be able to do something if you all provide a measure of help. I have already begun to put pressure on the system, but instead of just one mans push we can combine our strengths to accomplish anything. To the tearing down and moving of any and all obstacles and barriers that stand in our way. So let's start and finish what I've begun even beyond my expectations. This is how history is changed and made. Please be willing to stand with me against the Goliath of the system. As one I will be weaker but as many joined together our cumulative strength can and will be ever increasing to the point of being unstoppable. This is only a first draft request but it's a start.
