📢 CẬP NHẬT CHÍNH SÁCH MỚI VỀ AN TOÀN THỰC PHẨM – Nghị định 46/2026/NĐ-CP
📅 Ngày 26/01/2026, Chính phủ ban hành Nghị định 46/2026/NĐ-CP, quy định chi tiết và biện pháp thi hành một số điều của Luật An toàn thực phẩm, trong đó, quy định rõ điều kiện bảo đảm ATTP trong sản xuất thực phẩm bảo vệ sức khỏe.
📍 Cụ thể, Nghị định hệ thống hóa và hướng dẫn cụ thể các quy định pháp luật liên quan đến:
- Đăng ký và công bố hợp quy sản phẩm thực phẩm và phụ gia;
- Quản lý điều kiện sản xuất – kinh doanh;
- Kiểm tra, giám sát và truy xuất nguồn gốc thực phẩm;
- Quy định ghi nhãn, quảng cáo thực phẩm;
- Trách nhiệm của tổ chức, cá nhân trong chuỗi cung ứng thực phẩm.
📌 Điều kiện bảo đảm an toàn thực phẩm trong sản xuất TPBVS:
✔️ Cơ sở sản xuất phải thiết lập và duy trì Hệ thống quản lý chất lượng theo Thực hành sản xuất tốt (GMP), nhằm kiểm soát toàn bộ quá trình sản xuất, lưu thông và phân phối để đảm bảo sản phẩm đạt chất lượng đã công bố và an toàn cho người tiêu dùng đến hết hạn sử dụng.
✔️ Người phụ trách chuyên môn bắt buộc có trình độ Đại học trở lên trong các chuyên ngành phù hợp (an toàn thực phẩm, công nghệ thực phẩm, dinh dưỡng, y – dược…) và kinh nghiệm thực tế.
✔️Đội ngũ nhân sự phải được đào tạo bài bản về GMP và ATTP trước khi thực hiện các hoạt động sản xuất.
✔️ Tài liệu – Hồ sơ sản xuất: Ghi chép, lưu trữ đầy đủ hồ sơ quy trình, kiểm soát chất lượng, truy xuất được nguồn gốc sản phẩm. Áp dụng biện pháp kiểm soát rủi ro để phòng ngừa sai sót, nhiễm chéo trong quá trình sản xuất.

📢 UPDATE ON NEW FOOD SAFETY POLICY – Decree No. 46/2026/NĐ-CP
📅 On January 26, 2026, the Government issued Decree No. 46/2026/NĐ-CP, detailing and guiding the implementation of several provisions of the Law on Food Safety, including specific requirements for ensuring food safety in the production of Health Supplement Foods (HSF).
📍 The Decree systematizes and provides detailed guidance on regulations related to:
- Registration and declaration of conformity for food products and food additives;
- Management of production and business conditions;
- Inspection, supervision, and food traceability;
- Food labeling and advertising regulations;
- Responsibilities of organizations and individuals throughout the food supply chain.
📌 Food safety conditions for Health Supplement Food production include:
✔️ Manufacturing facilities must establish and maintain a Good Manufacturing Practices (GMP) quality management system to control the entire process of production, distribution, and circulation, ensuring product quality and consumer safety throughout the shelf life.
✔️ The person in charge of professional expertise must hold at least a university degree in relevant fields (food safety, food technology, nutrition, medicine, pharmacy, etc.) and have practical experience.
✔️ Production personnel must be properly trained in GMP and food safety prior to performing manufacturing activities.
✔️ Documentation and production records must be fully maintained, including process records, quality control documents, and product traceability. Risk control measures must be applied to prevent errors and cross-contamination during production.
