*STATE OF THE NATION ADDRESS*

My analysis #2: ORGANISED CRIME

President will deploy soldiers in areas affected by organised crime, ie, gangasterism in Western Cape and illegal mining in Gauteng. It is good idea to have soldiers visibility more so where criminals rob , extort, shoot/ assault communities in daylight . This should complement a functional police swevice & criminal justice system to ensure convictions occur when criminals are caught.

But note fighting crime is two pronged:

-A prevention intervention to tackle root causes of crime within ambit of ecological system using whole society approach. We live in a violent society. Inequality, poverty and unemployment are triple challenges we face. We raise children mostly in dysfunctional families/ communities where parents themselves neglect own kids, feed their kids alcohol & drugs.

- Law enforcement prong: policing & militarization.

AIDE-MÉMOIRE: Annual Post-SONA

Jointly hosted by the United Nations in South Africa and the Desmond & Leah Tutu Legacy Foundation

My input on reflecting on the President Ramaphosa State of the Nation Address.

The long speech focused on 3 priorities, which I unpacked his promises zooming on each priority:
- Drive inclusive growth & job creation
- Reduce poverty & tackle the high cost of living
- build a capable, ethical & developmental state.

But I cut my video to dwell specifically on Health (part one 👇🏽👇🏽)

1. First 1000 days of child’s life starting from pregnancy (unborn child) to 2yrs

2. Rollout of Lenacapavir injection as pre-exposure prophylaxis (PrEP) for HIV prevention

3. Rollout of HPV vaccine to prevent cervical cancer (mouth of the womb) given to ages 9- 15 yrs

4. A seven % to address inequity to employ people with disability & 7% increase for preferential procurement to go to people with disability

Two weeks ago I had opportunity to visit UN & WHO headquarters , UNITAID in Switzerland , Geneva, where senior officials presented their strategy in implementation of above with member countries.

Just Incase You aren’t Aware ( )

NATIONAL HEALTH INSURANCE (NHI) : Updates on implementation

NHI is the 2nd SA health reform after the 1994 democratic SA (the first was the National Health Act 2003) was signed by President Ramaphosa as law in May 2024.
Subsequently various institutions have taken the President and National Health Minister to court, to stop them from “monopolising” health.

In May 2025, Gauteng High Court ruled in favour of the Board of Health Funders (BHF) and the SA Private Practitioners Forum (SAPPF) case against SA President & National Health Minister that the President’s decision to assent & sign NHI was reviewable. The court also ordered the President to furnish the record of his flawed decision within 10 days.

This week (Feb 2026), President Ramaphosa & Minister Motsoaledi have taken this to Constitutional court to grant them leave to appeal the High court decision.
In essence, the President wants the apex/ highest court to determine whether he has exclusive jurisdiction to do his job… to sign this bill into law.

PS:
NHI act doesn’t say much about Universal Health Coverage (UHC) which everyone (both public and private) in SA support as the new health reform SA to adopt. NHI is not UHC, but UHC requires a change in how SA finances health system. This financing includes a form of a health insurance (there are many including NHI).

NHI is an insurance on how SA to finance both public and private health systems into one, by pooling resources & revenues from all sources by establishing NHI fund to be managed through the national health minister. The Act doesn’t mention specifics

This week , parliamentarians from Africa (South Africa, Zimbabwe, Kenya), Europe (Germany, Sweden,, Slovakia, Albania), Asia and Mexico gathered in Geneva, Switzerland at United Nations headquarters, World Health Organisation headquarters, Global Health campus , and with pharmaceutical manufacturers, academics , MSF etc on the role parliamentarians can play to advance women’s health at global level amidst poly-crises .

Global health is under severe threats with women bearing the brunt. Public health is a political choice. The world needs parliamentarians who make right choices
