🚨 Industry Alert: DFFE Notice – MCCPs, LC-PFCAs and UV-328 (Action Required by 16 March 2026)
The Department of Forestry, Fisheries and the Environment (DFFE) has issued Government Notice 7136 (16 February 2026) requesting information from industry regarding the use of:
- Medium-Chain Chlorinated Paraffins (MCCPs)
- Long-Chain Perfluorocarboxylic Acids (LC-PFCAs)
- UV-328
These substances were recently listed for elimination under the Stockholm Convention on Persistent Organic Pollutants, although they are not yet clearly banned in South African regulations.
DFFE is gathering information so that South Africa can apply for specific exemptions for critical industrial uses.
⚠ Action required
Companies involved in the use, manufacture, sale, import or export of these substances must declare their use to DFFE within 30 days of the Gazette publication.
📅 Deadline: 16 March 2026
Failure to register may lead to:
Loss of the opportunity for South Africa to request exemptions, and
Future international trade challenges once domestic regulations align with treaty obligations.
🔎 Why this matters for the vinyl industry:
This notice is particularly relevant to:
- PVC compounders
- Manufacturers using MCCPs in flexible PVC
- Importers and distributors of MCCPs
MCCPs are widely used in flexible PVC formulations to improve durability, flexibility and performance, making it important that affected companies declare their use.
