Canada Launches Rural and Francophone Community Immigration Pilots

Rural and Francophone minority communities make vital contributions to Canada’s economy and culture, but they frequently face unique labour market and demographic challenges as the majority of Canadians and newcomers settle in Canada’s urban centres. In particular, the Rural and Northern Immigration Pilot (RNIP) was successful in connecting businesses and employers in remote communities with the skilled newcomers they need to thrive.

On January 30, 2025, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced the launch of the Rural Community Immigration Pilot and the Francophone Community Immigration Pilot, and the communities chosen to participate.

The Rural Community Immigration Pilot ensures that rural communities have access to programs that address labour shortages and help local businesses find the workers they need. The Francophone Community Immigration Pilot focuses on increasing the number of French-speaking newcomers settling in Francophone minority communities outside of Quebec.

IRCC Speeds Up Processing to Reduce Backlog

The backlog of immigration applications at Immigration, Refugees and Citizenship Canada (IRCC) continues to shrink, with the department processing more files within its set service standards. In March, 2025, the backlog stands at 821,200 — down from 892,100 in January. It marks the third month in a row that the backlog has remained under the 1 million mark, according to IRCC data.

Total applications across all immigration categories reached 2,029,400 at the end of February. Of those, 1,208,200 were processed within service standards, which vary by program.

An application is classed as a backlog if the processing time is longer than the department's service standards.
- Express Entry applications have a service standard of 6 months
- Family sponsorship applications have a service standard of 12 months

The backlog has been steadily reducing since September 2024.
- September 2024: 1,097,000 applications (+1.73%)
- October 2024: 1,056,100 (-3.73&)
- November 2024: 1,006,500 (-4.70%)
- December 2024: 942,300 (-6.38%)
- January 2025: 892,100 (-5.33%)
- February 2025: 821,200 (-7.95%)

Each category of application (permanent residence, temporary residence, and citizenship) has its own backlog.
- Permanent Residence Applications
- Express Entry stream has a backlog of 25%
- Provincial Nominee Programme (PNP) stream has a 36% backlog
- Family sponsorship stream has a 14% backlog
- Temporary Residence Applications
- Visitor visa applications have 65% backlog
- Study permit applications have a projected backlog of 24% with 45% being delayed
- Work permit applications have a 34% backlog.
- Citizenship applications
- Application have an 18% backlog

Update on 2025 Parents and Grandparents Program

Family reunification is an important part of Canada’s immigration system, helping Canadian citizens and permanent residents sponsor their loved ones to live and work alongside them in Canada. Through the Parents and Grandparents (PGP) Program, the government is committed to reuniting as many families as possible.

This year, Immigration, Refugees and Citizenship Canada (IRCC) intends to accept up to 10,000 complete applications for sponsorship under the PGP Program.

Given there remains a number of interest to sponsor forms in the pool from 2020, IRCC plans to send invitations to apply to randomly selected potential sponsors from that pool instead of accepting new forms. This is the same approach taken for the intakes conducted from 2020 to 2024.

As of February 5, 2025, processing times for PGP Program applications were approximately 24 months for those destined outside Quebec. They are 48 months for Quebec-destined applicants due to the province’s more limited family class admission targets.

To minimize wait times for clients, IRCC strives to strike a balance between the number of PGP Program applications received with the number of PGP Program spaces available through the Immigration Levels Plan in future years.

IRCC understands this approach will have an impact on the families who have not had an opportunity to submit an interest to sponsor form. For those interested in reuniting with their parents and grandparents for extended periods of time, the super visa remains available. This allows parents and grandparents to visit their children or grandchildren for 5 years at a time and provides multiple entries to Canada for up to 10 years. IRCC recently made the super visa more accessible by implementing a change to the health insurance requirement.

More details about the 2025 PGP Program intake will be made available in the coming months, including information about when the invitations to apply will be sent.

New Rules to Strengthen Temporary Resident Document Cancellations

Immigration, Refugees and Citizenship Canada (IRCC) updated Canada’s Immigration and Refugee Protection Regulations to strengthen authorities to cancel temporary resident documents.

These changes give immigration and border services officers explicit authority to cancel electronic travel authorizations (eTAs) and temporary resident visas (TRVs) on a case-by-case basis, including when
- a change in a person’s status or circumstances makes them inadmissible or no longer eligible to hold the document (for example, the person provided false information, has a criminal history or is deceased)
- an officer is not satisfied that someone will leave Canada by the end of their authorized period of stay
- the document is lost, stolen, destroyed or abandoned
The changes also enable officers to cancel TRVs, eTAs, work permits and study permits issued to people when
- they become a permanent resident
- they are deceased, or
- the document was issued based on an administrative error

The amended regulations came into force on January 31, 2025, and are published in the Canada Gazette II. These changes enhance the integrity of Canada’s temporary residence programs and are expected to strengthen security at the border and within Canada.

IRCC will continue to improve processes and invest in tools to secure our borders and protect Canada’s immigration system.

The Government of Canada is Investing in Support of Francophone Minority Communities

Francophone immigration plays a crucial role in growing the Canadian economy, in promoting the vitality of Francophone minority communities and in meeting labour needs across the country.

On the 2025 International Francophonie Day, the Honourable Rachel Bendayan, Minister of Immigration, Refugees and Citizenship, announced $9.3 million of funding for 12 new projects aimed at supporting the economic development and demographic growth of Francophone minority communities.

Reporting to the Centre for Innovation in Francophone Immigration, these projects are financed through the Francophone Immigration Support Program. They aim to promote Francophone minority communities, the recruitment and selection of French-speaking applicants, as well as the support of these applicants towards permanent residence.

Some of these projects also contribute to the collection and analysis of evidence to establish concrete actions to reduce the barriers to Francophone immigration.

As part of the 2025–2027 Immigration Levels Plan, we will continue to increase our targets for French-speaking permanent residents outside Quebec, bringing them to 8.5% in 2025, 9.5% in 2026, and 10% in 2027. We are proud that, in 2024, we exceeded our ambitious target of 1.21%, reaching 7.21% of admissions of French-speaking permanent residents outside Quebec. The higher targets demonstrate the government’s ongoing commitment to supporting Francophone immigration.

Canada Takes Action to Support Housing with New Immigration Measures

On March 7, 2025, the Honourable Marc Miller, Minister of Immigration, Refugees and Citizenship, announced the government’s intent to introduce a number of new measures to support Canada’s construction industry. These measures are within the scope of the 2025–2027 Immigration Levels Plan. They include the convening of a tripartite advisory council to assess needs in the industry and advise on new pathways to bring in the skilled workers we need, a regularization pathway for out-of-status construction workers, and support for foreign apprentices.

As our country faces a housing shortage and uncertainty in the face of tariff threats, Canada will immediately convene a tripartite advisory council comprised of federal government and union representatives, and industry leaders. This advisory council will work to identify on‑the‑ground labour needs and advise on the parameters for potential pathways that would bring in and retain the construction workers we need for the long term, with robust protections against abuse and a strong wage threshold.

In an effort to build on the success of initiatives such as the out-of-status construction workers in the Greater Toronto Area pilot, IRCC intends to create a pathway that would offer opportunities for undocumented migrants in the construction sector. These undocumented migrants are already living and working in Canada, and are contributing to the sector, and this pathway will keep them here legally so that they can continue to build the homes our economy and communities need with the proper protections.

More information about these pathways will be shared in the near future as the new advisory council meets to develop these important policies.

Finally, to support foreign apprentices in construction programs and to address the current labour market needs in the construction sector, we are also introducing a temporary measure to allow foreign apprentices to complete their studies without a study permit, effective today. By removing this administrative barrier, apprentices will be able to gain the valuable skills they need to contribute to infrastructure projects more quickly.

With these new measures, we are making immigration work for our country by bringing in the skilled workers we need to help meet Canada’s housing needs while maintaining sustainable immigration volumes.
