Single Touch Payroll Phase 2
has gone live on Self Manager.

We are excited to announce that Self Manager now fully supports reporting payroll with Single Touch Payroll Phase 2, the latest iteration of payroll reporting to the Australian Tax Office.

This allows for more comprehensive reporting of your income, tax and superannuation amounts to the Australian Tax Office and ensures that your employees are being correctly paid.

All current subscribers of Self Manager who had previously reported with Single Touch Payroll Phase 1 have been automatically migrated to Phase 2 and all payslips processed from this point on will be reported using Phase 2.

We have set up a new documentation website for Self Manager, which contains more useful information on Single Touch Payroll.

October 2021

Proposed law changes for people who employ support workers in the home
Wageline at the Department of Mines, Industry Regulation and Safety (DMIRS) is contacting NDIS providers to raise awareness about proposed changes to state employment laws.

The WA Government has introduced new legislation which is intended to change employment obligations for people who directly employ someone to provide domestic services in the home. These people are referred to here as ‘household employers’.
Domestic services include caring for a child, a person with a disability or an elderly person, as well as cleaning and help with other household tasks.

People who self-manage NDIS funding and directly employ their own support staff are likely to be household employers and are among those who could be affected by these changes.
Proposed changes.

Currently, some state employment laws do not apply to household employers who employ people to provide domestic services.
On 20 October 2021, the WA Government introduced the Industrial Relations Legislation Amendment BiIl 2021 (the Bill) into State Parliament.

The Bill seeks to extend coverage of minimum employment conditions to domestic employees who are employed directly by household employers.

This would mean employees providing domestic services for household employers would be entitled to an expanded range of minimum employment protections, and would have to be paid at least the state minimum wage for every hour worked.

The proposed changes would not affect workers employed by a business, agency or another organisation, as those employees are already covered by minimum employment conditions.
The Bill is currently before the State Parliament and will not come into effect until it is passed by Parliament and proclaimed to come into operation.

More information on the proposed changes is available in a fact sheet, Proposed extension of coverage of state employment laws to domestic employees, available on the Wageline website. You can also find more information about other changes in the Bill on the Industrial relations reform in Western Australia page.

We welcome and encourage you to share this information with your members and other community organisations.

NSW Government announces new COVID-19 vaccination requirement for disability support workers

This information has been supplied by Health NSW. Providers may receive this information from other sources.

On 20 August 2021 the NSW Premier announced that disability support workers who live or work in a Greater Sydney local government area of concern will be required to have at least one dose of a COVID-19 vaccine by 30 August 2021.

It is important for disability support workers to be vaccinated in these areas of concern to help protect their clients from serious illness, hospitalisation or death from COVID-19.

Local government areas (LGAs) of concern are currently:
• Bayside
• Blacktown
• Burwood
• Campbelltown
• Canterbury-Bankstown
• Cumberland
• Fairfield
• Georges River
• Liverpool
• Parramatta
• Penrith
• Strathfield.
Vaccination location

NSW Health has set up priority clinics for people aged 16 to 39 who live or work in the LGAs of concern. You are also able to receive a vaccine at NSW Health clinics and participating pharmacies.

Book your appointment or find a walk-in clinic or participating pharmacy now on the NSW Government website.

You must not attend your vaccination appointment if:
• you have any COVID-19 symptoms – get tested and self-isolate until you receive a negative test result
• you are a close contact.
Why get vaccinated?

People with some disabilities are more likely to be seriously ill or hospitalised with COVID-19. Protect yourself, the people you work with and your loved ones by getting vaccinated.

If you live in an area of concern, the chances you will come in to contact with the virus are higher.

Two doses of a vaccine:
• reduce the chance you will be infected with COVID-19 by 50%
• give you around 90% protection against hospitalisation and death from COVID-19 if you are infected
• reduce the spread of COVID-19 to others by about 90%.
Even if you don’t have symptoms or get sick, you can still pass the virus on to others. Getting vaccinated also helps to protect those you live with and the community.

More information

NSW Health advises that more information, including grounds for medical exemptions, will be published shortly. The public health order will be published as soon as possible.
