Palmerston Association Palmerston Association provides support and counselling services to individuals and families in WA that are facing issues with alcohol and drug use.

Serving the community for 40 years, Palmerston provides an important service that supports individuals and families in Western Australia that are facing issues with alcohol and drug use. Palmerston operate from a number of locations offering free counselling to families and individuals with offices in Perth, Fremantle, Rockingham, Mandurah, Thornlie, Albany and Katanning. Palmerston also provide services in Denmark, Mt Barker, Walpole and other outlying towns. Palmerston operate a Therapeutic Community (TC) 35kms south of Perth. Palmerston Farm offers a residential rehabilitation program designed for people wishing to address their substance use issues. The 10 acre semi-rural property is located 30 minutes south of Perth and offers 29 residential places for men and women and further transitional housing for three graduates of the program. A Therapeutic Community (TC) is a supportive residential environment where residents are encouraged to create positive changes in their lives and to develop new life and coping skills. The TC Model facilitates personal growth within a community of concerned people working together to help themselves and one another. Residents in a Therapeutic Community play a significant role in the day to day operation of the community and in supporting each other.

The WACOSS New Year sector Breakfast was a powerful reminder of our shared responsibility to strengthen the wellbeing of communities across WA.

Robyn Collard’s Welcome to Country, alongside Tryse Rioli, called us to open our hearts and ears, to listen deeply, and to walk together with kindness, respect and dignity. Her words, in the context of the recent potential terrorist attack at Forrest Place, were both grounding and urgent.

Mark Glasson, Chair of WACOSS, launched WACOSS’s new Strategic Plan, speaking to the strength that comes from shared purpose and collective action.

Hon. Hannah Beazley MLA acknowledged the community services sector as the backbone of our communities, recognising the tireless work of those who support people every day.

Louise Giolitto, CEO of WACOSS, spoke with courage and honesty, naming Monday’s events as a racist act of violence and reminding us that allies must carry more of the load. Her message was clear: this is a moment to show up, to choose courage over comfort, and to build social inclusion through justice, truth and dignity.

🍂 Celebrating 5 years - Connect Wanju

At Connect Wanju, we believe every person deserves to be met where they are. With dignity, patience, and the right support at the right time.

For some, that starts with treatment readiness and taking the first step into a counsellor’s room. For others, it means navigating complex mental health and AOD needs with wrap-around supports, advocacy, and strong community connections. And sometimes, the work looks like steady case management, walking alongside someone until stability is possible and progress can take hold.

The growth of General Court Intervention Program reflects this approach. Referrals grew from approximately 30 in early 2020 to 361 in 2021, reaching 975 by 2025, with an active caseload of 50–65 participants at any one time. This growth reflects not only increasing demand, but strong confidence in the program and the people delivering it.

By listening, reflecting, and adapting, we’ve brought key interventions in-house. Reducing wait times, strengthening engagement, and supporting clients to stay connected to care. When people are ready to transition, we continue to work closely with our valued community partners to ensure those next steps are meaningful and supported.

Connect Wanju is a partnership, between Palmerston and Wungening Aboriginal Corporation funded by the Department of Justice WA, to deliver the General Court Intervention Program (GCIP) across metropolitan Perth.

We acknowledge and sincerely thank Louise Johnstone Forster as she steps down from her role as Chair of the Palmerston Association Board.

Louise has served Palmerston with distinction for more than a decade as Director, Vice Chair and Chair. Her leadership, integrity and unwavering commitment to our mission have left a lasting impact on our organisation and the communities we support across Western Australia.

Under Louise’s leadership, Palmerston’s governance and strategic direction have been significantly strengthened. In her role, she guided major strategic decisions, including the merger with Sussex Street Community Legal Service, the purchase and development of the West Leederville and Katanning hubs, and the governance review with Lester Blades.Positioning Palmerston to achieve its vision of being a bold and leading service provider in profound ways.

Throughout her tenure, Louise has guided Palmerston to grow in strength, purpose and influence. She has led with clarity, courage and compassion, always grounded in strong values and a deep respect for people.

On behalf of the Board, staff and community, we thank Louise for her extraordinary contribution and service. We are deeply grateful for her leadership and wish her every success in her next chapter.

🌿 Survival Day Reflection 🌿

On January 26th, we acknowledge the profound impact of colonisation on Aboriginal and Torres Strait Islander peoples.

It's a day of mourning that honours the 60,000-year cultural heritage of First Nations peoples and their ongoing strength and connection to Country.
Valuable services delivered by Palmerston to Aboriginal and Torres Strait Islander peoples is vital on a day like the 26th of January.

By embracing cultural protocols like delivering a Welcome to Country or Acknowledgment to Country at our events and meetings, we embrace and uplift the First Nations community, We work alongside local Elders and Aboriginal Community Controlled Organisations, offering support through Yarning Circles and empowering Aboriginal and Torres Strait Islander staff in our team.

Reconciliation is at the heart of Palmerston, and it shows through our long-standing commitment to our Reconciliation Action Plan, which helps lessen the burden of days like the 26th of January for First Nations people.

More than a date, it's a call for recognition, respect, and truth-telling about Australia's complex history and the enduring spirit of Indigenous communities.

At Palmerston, we stand with Aboriginal and Torres Strait Islander peoples as allies. We commit to truth-telling, respect, and supporting reconciliation.

Palmerston’s Community Stabilisation and Detox Program (C-StOX) supports people experiencing challenges related to alcohol and other drug use.

Through stabilisation, care coordination, and strong connections to ongoing supports, we help individuals overcome barriers to mainstream services and take meaningful steps towards recovery.

A big thank you to the Roger Cook Labor Government and Minister John Carey for this incredible initiative. 🛌🏋️

Palmerston was proud to be one of the not-for-profit organisations to receive donated items following the purchase of Fraser Suites, which will see 236 units transformed into social and affordable housing in East Perth.

As part of this process, more than 3,000 items including desks, gym equipment, couches and kitchen items are being donated to community organisations like Palmerston.

This donated equipment will enable us to transform recreation spaces across our residential rehabilitation sites, directly supporting the health, wellbeing and recovery of our residents, and strengthening the delivery of our programs funded and delivered in partnership Western Australian Mental Health Commission.

Palmerston is seeking a compassionate Counsellor to join our Family and Domestic Violence (FDV) Refuge team in Katanning on a permanent part-time basis (40 hours per fortnight).

Working within the refuge, you’ll provide trauma-informed, culturally secure, client-centred counselling and support to women and children experiencing family and domestic violence. As part of a multidisciplinary team, this role focuses on safety, healing and empowerment through strengths-based therapeutic support, advocacy, safety planning and referrals to external services.

This role suits someone who brings empathy, professionalism and a steady presence, with experience in trauma, family violence and mental health, and a strong commitment to creating a safe, respectful and supportive environment for recovery.

Palmerston is seeking an experienced Senior Counsellor to join our dedicated team in Katanning on a permanent part-time basis (60.8 hours per fortnight).

This role plays a key part in delivering high-quality clinical services across multiple locations, including outreach support to surrounding communities. You’ll provide counselling, assessments and referrals, offer clinical supervision to staff, volunteers and students, and contribute to prevention, outreach and community development initiatives.

We’re looking for someone with strong clinical skills, empathy, and a genuine commitment to helping others. The ideal candidate will have experience in alcohol and other drug (AOD) support, strong counselling and supervision skills, and a genuine commitment to empowering individuals and communities.

Our Story

Palmerston Association is a leading and respected specialist not for profit provider of alcohol and other drug services in Western Australia. Operating for almost 40 years, Palmerston strives for excellence in service through support to individuals, families and communities affected by alcohol and other drug issues. A range of services including counselling, family support, group work, outreach, residential rehabilitation and educational initiatives in the community are offered. We operate from 11 locations throughout the metropolitan and Great Southern regions including the South Metro Community Alcohol and Drug Service (Fremantle, Rockingham and Mandurah), South East Metro Community Alcohol and Drug Service (Thornlie and Armadale), the Great Southern Community Alcohol and Drug Service (Albany, Katanning and Denmark), Palmerston Perth (Northbridge), Palmerston Farm Therapeutic Community (Wellard) and Beela Valley Therapeutic Community (South West).

Our services are free and everyone is welcome. Palmerston offers two residential services, one in a semi-rural location south of Perth known as the Farm TC; and the other in a small town in the South West, known as Beela Valley TC. Both residential rehabs are known as a therapeutic community (TC) as this describes the way the program is designed and how it works. Both properties offer a calm setting for individuals to participate in the program which consists of a structured and supportive environment where residents work together as a community to benefit their own recovery as well as each other.
