Have you looked into SUNY Reconnect? If you are between 25 and 55 and do not have a degree, NYS will cover your remaining costs on tuition, books, and fees after any financial aid you qualify for is used. You do not have to take out loans. An Associates degree in nursing is one of the qualifying programs.
