What started as a Town of Paradise Valley mailer turned into four Town public hearings over the course of three months, and on January 22, 2026, assisted living homes lost their occupancy zoning status from 10 residents down to 6. AALHA, Paradise Valley assisted living owners, families, and supporters attended each hearing and spoke in favor of keeping the 10-resident occupancy. Despite strong support and clear demand for residential assisted living, the Town moved forward with the reduction. While this was disappointing, it strengthened our commitment to continue fighting for housing choice and access to care for Arizona seniors.
AALHA continued this advocacy at the State Capitol. Jean Pederson, Jennifer Wassermann, and Government Affairs Consultant Elizabeth Goodman were present as SB 1473 passed unanimously through its first committee hearing. This is an important step toward protecting assisted living homes and the rights of seniors to choose where they live.
This progress would not be possible without the dedication of AALHA’s Board Members, whose leadership and advocacy continue to make a difference for providers, families, and residents across Arizona.

The Town of Paradise Valley is considering a policy change that would reduce allowable occupancy in licensed Assisted Living Homes (ALHs) from 10 residents to 6. This proposal directly impacts small residential assisted living homes that are already regulated and licensed by the Arizona Department of Health Services (ADHS) under state law.

Why You Need to Stay Involved

This proposed reduction threatens the availability of safe, affordable, and community-based senior care in Paradise Valley. Reducing occupancy:
• Displaces vulnerable seniors who rely on residential care
• Increases costs for families by eliminating economies of scale
• Undermines long-established, state-licensed care models
• Sets a precedent for local interference in state-regulated healthcare housing

Community input matters. Council decisions made now could permanently reshape assisted living options in Paradise Valley and beyond.

Why AALHA Is Advocating

The Arizona Assisted Living Homes Association (AALHA) is advocating to:
• Protect residents from unnecessary displacement
• Defend state licensing authority under Arizona law
• Preserve access to high-quality residential care in 10-bed homes
