When stakeholders and system actors work with court-involved young adults with felonies, social workers should focus on 'rehabilitation and reintegration' into society. They should also address the underlying issues that led to criminal behavior, such as poverty, lack of education, and mental health issues. Social workers should also ensure that young adults have access to resources and support systems to help them succeed in life.

Recently, I began examining diversion outcomes for court-involved Scandinavian youth and young adults. I have found that diversion for court-involved young adults in Scandinavian countries, often characterized by their progressive justice systems, emphasizes rehabilitation and integration.

Pros include:

1. Rehabilitation Focus: Scandinavian programs prioritize addressing the root causes of criminal behavior, offering counseling, education, and job training.

2. Reduced Recidivism: Diversion programs have lower recidivism rates than punitive measures, contributing to safer communities.

3. Community Engagement: These programs involve the community, encouraging responsibility and support for young adults’ reintegration.

4. Human Rights: They align with human rights principles, aiming for a fair and humane approach.

However, there are some cons:

1. Resource Intensive: These programs require substantial resources for counseling and support services.

2. Subjectivity: The discretion involved in diversion can lead to inconsistencies in treatment.

3. Effectiveness Challenges: Some argue that diversion may not deter crime as effectively as traditional punitive measures.

4. Limited Deterrence: Critics claim that diversion might not deter serious offenders effectively.

In summary, Scandinavian diversion programs emphasize rehabilitation and community engagement, but they demand resources and face challenges related to subjectivity and deterrence.

Diverting court-involved youth and young adults should have a holistic approach that focuses on enrichment rather than just incarceration avoidance. Collaboration among stakeholders is crucial to provide opportunities for personal growth and rehabilitation rather than just punitive measures. Without cooperation and support, the system risks perpetuating a cycle of control and containment rather than fostering positive change.
